June 26, 2018 Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Sheriff or his designee will disburse these funds as necessary. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item but in opposition to the price for use of the phone system. “ORDINANCE TO APPROPRIATE $33,675 OF TELEPHONE COMMISSION REVENUE IN THE FY 2019 GENERAL FUND OPERATING BUDGET FOR USE BY THE SHERIFF’S OFFICE.” Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe Nays: None 18 - 239 - Adoption of an ordinance to amend Section 10-122 of Chapter 10 of the Code of the City of Portsmouth, Virginia (2006), as amended, to change the voting location for Precinct Number 39 from River Shore Baptist Church to Churchland Primary & Intermediate School, located at 5700 Hedgerow Lane, and to formally change the name of Precinct Number 39 to “Churchland Primary & Intermediate School”. Background:  The voting place for Precinct No. 39, River Shore Baptist Church, located at 4501 River Shore Road, needs to be moved at the request of the pastor. The precinct name and the location must be changed. Discussion:  The Portsmouth City Electoral Board recommends moving the voting place for Precinct No. 39 due to the pastor’s request.  The Superintendent of Portsmouth Public Schools has approved the request by the Portsmouth Electoral Board to use Churchland Primary & Intermediate School, located 5700 Hedgerow Lane, to serve as the new polling place. The proposed polling place is within the precinct boundary lines.  The school has 81 parking spaces, is handicapped accessible, has 4 handicapped parking spaces, and is accessible by public transportation.  Precinct No. 39 has 3,506 registered voters as of 06/15/2018. Financial Impact:  The financial impact will be minimal. Voters registered in the precinct will be notified of the change as required by Virginia Code §24.2-306. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The General Registrar/Director of Elections will notify voters by mail of the new precinct location in a timely manner and will advertise the change in the local newspaper. Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-122 OF CHAPTER 10 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006), AS AMENDED, TO CHANGE THE VOTING LOCATION FOR PRECINCT NUMBER 39 FROM RIVER SHORE BAPTIST CHURCH TO CHURCHLAND PRIMARY & INTERMEDIATE SCHOOL, LOCATED AT 5700 HEDGEROW LANE, AND TO FORMALLY CHANGE THE NAME OF PRECINCT NUMBER 39 TO “CHURCHLAND PRIMARY & INTERMEDIATE SCHOOL”.”
