May 22, 2018 At a Called Meeting of the City Council on Tuesday, May 22, 2018 there were present: Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. Smith, Sr., *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 18 - 191 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 22, 2018 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 18 - 192 - The following items were discussed in Public Work Session: Introduction of Cheryl Spivey, Chief Financial Officer - Dr. Patton, City Manager  1. Small Lot Patch - Jonathan Hartley, Planning Administrator 2. ESInet Next Generation 9-1-1 Migration - Daniel Jones, Director of Information Technology -Councilman Moody asked for the cost of the radio system transition.  Dr. Patton, City Manager, informed City Council that she would provide that information. 3. Union Bank and Trust Pavilion, Seawall, Portside, and Churchland Bridge Update - James Wright, City Engineer -There was a consensus of City Council to have Dr. Patton, City Manager, ask the Virginia Department of Transportation (VDOT) to study the feasibility of restricting trucks, going to the Virginia International Gateway (VIG), to the right lane. -There was a consensus of City Council to have Dr. Patton, City Manager, to also include in her request to VDOT, a study of the feasibility of having a signal light at the Martin Luther King Highway exit ramp to High Street and to request that trucks use the last exit before the Midtown Tunnel to enter the Portsmouth Marine Terminal. -Mayor Rowe asked that a report back be given at a Public Work Session on the request by the Olde Towne Business Association for signs on state controlled roads. -Councilman Smith asked that staff look into placing a warning sign or blinking sign at the Frederick Boulevard exit ramp. 4. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager 5.City Council Liaison Reports -Vice Mayor Psimas -  Memorial Day Parade, Monday, May 28, 2018 at 10 a.m. -Mayor Rowe -  Appointee Evaluations, Monday, June 11, 2018. On motion, meeting adjourned.
