<br />May 22, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 22, 2018 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 191 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 22, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 192 - The following items were discussed in Public Work Session: <br /> <br /> Introduction of Cheryl Spivey, Chief Financial Officer - Dr. Patton, City Manager <br /> <br /> <br />1. Small Lot Patch - Jonathan Hartley, Planning Administrator <br /> <br />2. ESInet Next Generation 9-1-1 Migration - Daniel Jones, Director of Information <br /> Technology <br /> <br />-Councilman Moody asked for the cost of the radio system transition. <br /> <br /> Dr. Patton, City Manager, informed City Council that she would provide that <br />information. <br /> <br />3. Union Bank and Trust Pavilion, Seawall, Portside, and Churchland Bridge Update - <br /> James Wright, City Engineer <br /> <br />-There was a consensus of City Council to have Dr. Patton, City Manager, ask the <br />Virginia Department of Transportation (VDOT) to study the feasibility of restricting <br />trucks, going to the Virginia International Gateway (VIG), to the right lane. <br /> <br />-There was a consensus of City Council to have Dr. Patton, City Manager, to also <br />include in her request to VDOT, a study of the feasibility of having a signal light at <br />the Martin Luther King Highway exit ramp to High Street and to request that trucks <br />use the last exit before the Midtown Tunnel to enter the Portsmouth Marine <br />Terminal. <br /> <br />-Mayor Rowe asked that a report back be given at a Public Work Session on the <br />request by the Olde Towne Business Association for signs on state controlled <br />roads. <br /> <br />-Councilman Smith asked that staff look into placing a warning sign or blinking sign <br />at the Frederick Boulevard exit ramp. <br /> <br />4.
