<br />May 21, 2018 <br /> <br />At a Called Meeting of the City Council on Monday, May 21, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Ray <br />A. Smith, Sr., *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 185 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, May 21, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Portsmouth Redevelopment and Housing Authority Members Present: <br />Davy Smith III, Chair <br />Reverend Reuben Washington, Vice Chair <br />Sonya Chapman <br />Charlene Cofield <br />Bruce LaLonde <br />Rita Roberts <br />Edward Bland, Executive Director <br /> <br />18 - 186 - The following items were discussed in Public Work Session: <br /> <br />1. City Council Joint Meeting with Portsmouth Redevelopment and Housing Authority <br /> (PRHA) - <br /> <br /> Community Development Block Grant (CDBG) Land Presentation <br /> <br />-Councilman Moody asked that quarterly updates be provided on transferred <br />property (from PRHA) and any other property that’s in the process of being sold. <br /> <br />-There was a consensus of the PRHA Board to transfer titles of vacant property to <br />the City. <br /> <br />-There was a majority consensus of City Council to receive titles of vacant <br />property being transferred from PRHA. <br /> <br />-There was a consensus of City Council to direct the administrations of both the <br />City and PRHA to prepare documents necessary to implement the change in <br />titles. <br /> <br />18 - 187 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into Closed <br />Meeting: <br /> <br />(A) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of publicly held real property where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding commercial development at Seaboard Square. <br /> <br />(B) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of publicly held real property where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding publicly owned vacant residential lots in Park View. <br /> <br /> Councilman Moody recused himself from discussion of the following matter out of an <br /> <br />abundance of caution and to avoid the appearance of any conflict. <br /> <br />(C) pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of publicly held real property where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding the Afton Green development, 4300 George Washington Highway <br />& 0 George Washington Highway (Tax Parcels 0461-0080, 0090, 0100, and 0110). <br /> <br /> <br /> <br /> <br /> <br />
