<br />May 8, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, May 8, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., *Ray <br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 172 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, May 8, 2018 for the purpose <br />of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 173 - The following items were discussed in Public Work Session: <br /> <br />1. FY 2019 Proposed Budget Discussion - Dr. Patton, City Manager <br /> <br />-Vice Mayor Psimas asked that the line item to build a fire station in Truxton be <br />reworded. <br /> <br />-Councilman Moody asked that staff look into funds from the Department of <br />Defense (DOD) or Homeland Security to improve entrance to Naval Hospital on <br />Effingham Street. <br /> <br />-Councilman Moody asked that City Council be provided quarterly updates on <br />investments savings from City Treasurer. <br /> <br />2. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> There was a consensus of City Council to have staff prepare an ordinance that would <br /> <br />appropriate the schools budget non-categorically. <br /> <br /> There was a consensus of City Council to have City Manager Patton come back with <br /> <br />an update on the feasibility, possibility and cost of providing a $75 cost of living <br />increase to widows/widowers of fire and police retirees at the May 22, 2018 Public <br />Work Session. <br /> <br /> Dr. Patton, City Manager, provided an update on the Pavilion canopy. <br /> <br /> <br /> Councilman Moody reminded City Council and citizens of possible bonuses for <br /> <br />general wage employees and retirees. <br /> <br /> Dr Whitaker inquired about the Regional School Superintendent Salary update. <br /> <br /> <br /> Dr. Patton, City Manager, informed City Council that the update would be provided <br />at the May 22, 2018 Public Work Session. <br /> <br />18 - 174 - Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to go into Closed <br />Meeting pursuant to Virginia Code subsection 2.2-3711 A.8 for the purpose of consulting <br />with legal counsel employed by the City regarding specific legal matters requiring the <br />provision of legal advice by such counsel, specifically regarding the handling of tort claims <br />against the City. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> <br /> <br /> <br /> <br />
