<br />April 24, 2018 <br /> <br />- City Manager’s Report - <br /> <br />18 - 157 - Adoption of an ordinance accepting funding from the United States <br />Department of Agriculture through the Virginia Department of Social Services in <br />the amount of $45,005.63 and appropriating said amount in the FY 2018 Social <br />Services Fund for the EleVAte SNAP Employment and Training Pilot Project. <br /> <br />Background: <br /> <br /> The EleVAte SNAP Employment and Training Pilot Project is a three (3) year grant <br />from the United Stated Department of Agriculture (USDA) Food and Nutrition Service <br />awarded to ten states nationwide. The intent is to create an employment and training <br />pilot program for SNAP E&T recipients with a focus on 18-to-59 year old “Able Bodied <br />Adults Without Dependents,” known as ABAWDs, followed by work registrants. <br /> <br /> On April 1, 2015, the Virginia Department of Social Services (VDSS) was awarded <br />a grant under the project. VDSS selected up to thirty local departments of social services <br />and seven community colleges as partners. The grant funds provided by VDSS will offer <br />3,760 participants the opportunity to earn industry-recognized credentials. <br /> <br /> The Portsmouth Department of Social Services was selected as a participant in <br /> <br />the program. <br /> <br />Discussion: <br /> <br /> The EleVAte SNAP E&T Pilot Program provides job-readiness assistance <br />including help with industry-specific job skills training, industry certifications, and/or GED <br />or High School Equivalency credentials. The grant provides for the cost of staff and <br />operations for the local department of social services to administer the three-pronged <br />training and employment program. These positions are dedicated to working with the <br />SNAP E&T program clients. <br /> <br />Financial Impact: <br /> <br /> No local cash or in kind match is required for this program. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Clark, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />ORDINANCE ACCEPTING FUNDING FROM THE UNITED STATES DEPARTMENT <br />“ <br />OF AGRICULTURE THROUGH THE VIRGINIA DEPARTMENT OF SOCIAL <br />SERVICES IN THE AMOUNT OF $45,005.63 AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2018 SOCIAL SERVICES FUND FOR THE ELEVATE SNAP EMPLOYMENT <br />AND TRAINING PILOT PROJECT. <br />” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />18 - 158 - Adoption of an ordinance (1) amending the Education Category of the FY <br />2018 Capital Improvement Fund budget to establish a new project titled “School <br />Safety Improvements”, (2) appropriating $1,000,000 from the FY 2018 Unassigned <br />General Fund Balance to the FY 2018 General Fund, and (3) transferring $1,000,000 <br />from the FY 2018 General Fund to the School Safety Improvements Project in the <br />Education Category of the FY 2018 Capital Improvement Fund budget. <br /> <br /> <br />Background: <br /> <br /> With the recent events relating to the safety of this nation’s students, school safety <br />is more important today than ever before. It is of critical importance that we keep our <br />students safe. <br /> <br /> <br /> <br /> <br /> <br />
