April 24, 2018 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 24, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, Deputy City <br />Manager LaVoris A. Pace, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend Canon Frederick Walker opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of April 9, 2018, of a Called Meeting of April 10, 2018, and of a Regular <br />Meeting of April 10, 2018, and was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />Presentations: <br /> <br /> <br /> Acknowledgement of Delta Sigma Theta Sorority, Inc. <br /> <br /> <br /> Portsmouth Public School Trends Presentation by Dr. L. Pettis Patton, City Manager. <br /> <br />- Public Hearing - <br /> <br />18-155 Public hearing to solicit citizen comments on the Annual Action Plan. <br /> <br />There were no speakers. <br /> <br />18-156 (a) Public hearing to consider the Annual Operating Budget for FY2019. <br /> <br />1. Ian Robertson, 5 Windy Pine Crescent, spoke in support of fully funding the schools <br /> budget and raises for teachers. <br /> <br />2. Christian Baker, 504 Chandler Harper Drive, voiced his concern with school safety. <br /> <br />3. Taylen Mack, 1413 Holt Drive, voiced his concern with school safety. <br /> <br />4. Jean Shackleford, 2437 Sterling Point Drive, spoke in support of fully funding the <br /> schools budget and raises for teachers. <br /> <br />5. Sylvester Askins, 942 A Chumly Road, thanked City Council for continued support of <br /> the Endependence Center. <br /> <br />6. Juanita Jones, 1505 Parker Avenue, spoke in support of fully funding the schools <br /> budget and raises for teachers. <br /> <br />7. Garland Alexander, 2913 Tanbark Lane, asked for an increase in cost of leaving for <br /> fire and police retirees. <br /> <br />8. Shannon Glover, 4113 Pendleton Road, spoke in support of fully funding the schools <br /> budget and raises for teachers. <br /> <br />9. Taniya Bellamy, 27 Afton Parkway, spoke in support of fully funding the schools budget <br /> and raises for teachers. <br /> <br />10.
