<br />April 24, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, April 24, 2018 there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., *Dr. Mark M. Whitaker, Nathan J. Clark, *Lisa L. Lucas-Burke, City <br />Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 152 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 24, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 153 - The following items were discussed in Public Work Session: <br /> <br />1. School Safety - Dr. Patton, City Manager <br /> <br />-Vice Mayor Psimas inquired about SUV parked in City garage with signs that <br />read “Portsmouth Public Schools, School Safety and Security”. <br /> <br /> There was a consensus of City Council to have staff come back with the cost benefit <br /> <br />analysis of providing a $75 cost of living increase to fire and police retirees and its <br />impact on the fund as determined by the actuary. The report should also include cost <br />of living increase for non-fire and police retirees and general wage employees. <br /> <br />2. City Manager’s Report Review/Report Backs - Dr. Patton, City Manager <br /> <br /> There was a consensus of City Council to have Solomon Ashby, City Attorney, to <br /> <br />come back with procedure and discussion regarding changing the City Council Rules <br />of Order and Procedure for speakers. <br /> <br /> There was a consensus of City Council to have Dr. Patton, City Manager, come back <br /> <br />with a detailed comparison of salaries and benefits for the Superintendents in the <br />region. <br /> <br /> Councilman Moody asked for a report back on what it would cost to lease school <br /> <br />buses. <br /> <br /> Councilman Clark asked for a report back on the 92 vehicles in the schools fleet. <br /> <br /> <br /> Councilman Moody asked for a report back on the process for a citizen/community to <br /> <br />request additional lighting in a neighborhood and the criteria used to determine if <br />additional lighting is warranted. <br /> <br /> <br /> <br />3.City Council Liaison Reports <br /> <br />-Councilman Moody - <br /> <br /> Asked when the Timmons Group would make their presentation to City Council. <br /> Dr. Patton, City Manager, informed City Council that the Timmons Group <br />o <br />would be presenting at the June 25, 2018 Public Work Session. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail Special Meeting update. <br /> <br /> Parking Authority update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transportation Accountability Commission update. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
