March 26, 2018 <br /> <br /> <br /> Increase downtown daytime population and improve livability downtown through <br />bike-pedestrian enhancement, quality open space, and expanded <br />retail/shopping/dining options <br /> <br /> <br /> It will also focus on the quality of experience, value, and opportunities for the <br />enhanced seawall and open space amenities. <br /> <br />Future Outlook: <br /> <br />Mayor, Vice Mayor and Members of City Council – I have presented this evening the <br />proposed FY2019 Budget that is a sound, balanced, and fiscally prudent budget with NO <br />NEW TAXES or FEES. <br /> <br />th <br />As I take just a moment to reflect on the 207 day of my third year as City Manager, <br /> <br />I remain encouraged that the New Portsmouth is poised to reach new heights and <br />experience new growth based on the vision set by you the Members of City Council and <br />the desires of our citizens. <br /> <br />In reflection, I hear the words of Cristina Yang, from Grey’s Anatomy and I quote: <br /> <br />“Whenever we think we know the future, even for a second, it changes. Sometimes the <br />future changes quickly and completely, and we are left only with the choice of what to do <br />next. <br /> <br />We can choose to be afraid of it, to stand there trembling, not moving, assuming the worst <br />that can happen, or we step forward into the unknown and assume it will be brilliant.” <br /> <br />I know that through continuing to work together, Portsmouth future will be brilliant, for we <br />are extraordinary when working together. <br /> <br />There are endless possibilities and opportunities ahead of us as we continue our journey <br />of creating the New Portsmouth. It is our duty ensure that 100 years from now in 2119 <br />when Portsmouth’s future citizens look back upon our work here today, is captured <br />through the legacy we leave behind. <br /> <br />Let us forge ahead and work together for a brighter future for the citizens of Portsmouth, <br />so that those who are yet to be born, will look upon our work with pride and know that our <br />compass and sails are set toward a New Portsmouth. <br /> <br />Final: <br /> <br />Mayor Rowe, Vice Mayor Psimas, Members of City Council, the FY2019 Budget <br />presentation would not be possible without the City’s excellent and dedicated budget <br />team. Please allow me a moment to introduce our team: <br /> <br />Deputy City Managers – Mr. LaVoris Pace and Mr. Vincent Jones <br /> <br />Assistant to the City Manager – Ms. Rosylen Oglesby <br /> <br />Interim Chief Financial Officer –Mrs. Anne Seward <br /> <br />Director of Human Resource Management – Ms. Elizabeth Gooden <br /> <br />Budget Officer – Mrs. Gloria Washington and Mr. Brian Casey <br /> <br />Senior Budget Analyst – Mrs. Karen Bento, and <br /> <br />Chief Information Officer – Mr. Daniel Jones <br /> <br />Also, I would like to ask all Department Heads to stand, and I thank the entire Municipal <br />Team for their tireless efforts in the development of the proposed FY2019 Budget, and <br />we are ready to continue our work as we move forward until the Adoption of the FY 2019 <br />Budget by our City Council. <br /> <br /> <br /> <br />
