<br />At a Called Meeting of the City Council on Tuesday, March 13, 2018, there were

<br />Smith, Sr., *Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L.

<br />18 - 107 - The Mayor called the meeting to order and welcomed all in attendance:

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 13, 2018 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />18 - 108 - The following items were discussed in Public Work Session:
<br />
<br />1. Regional Economic Forecast - Greg Grootendorst, Chief Economist, Hampton
<br />Roads Planning District Commission (HRPDC)
<br />
<br />2. Offshore Drilling Overview - Vincent Jones, Deputy City Manager
<br />
<br />3. City Manager Report/Report Backs - Dr. Patton, City Manager
<br />
<br />-Councilman Whitaker asked for information on snow removal in the City and the
<br />use of private subcontractors.
<br />
<br /> Dr. Patton, City Manager, will bring back a report on the use of subcontractors
<br />and the possibility of having a prequalified list of subcontractors for snow
<br />removal.
<br />
<br />4. Council Liaison Reports -

<br /> School Board meeting update.
<br />
<br />18 - 109 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711 A.7 for the purpose of consultation with
<br />legal counsel pertaining to actual or probable litigation, where such consultation in open
<br />meeting would adversely affect the negotiating or litigating posture of the City, specifically
<br />regarding: (1) Application of Wheelabrator Portsmouth, Inc. for Review and Correction of
<br />Assessment of the Value of Property Subject to Local Taxation for Tax Year 2017, Case
<br />Number PST-2017-00022; and (2) Virginia International Gateway, Inc. v. City of
<br />Portsmouth, Virginia, Portsmouth Circuit Court case number CL 16001427-00 and
<br />Virginia International Gateway, Inc. v. City of Portsmouth, Virginia, Portsmouth Circuit
<br />Court case number CL 15002813-00.

<br /> The motion was adopted by the following vote:

<br />Nays: None
<br />
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia
<br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed or considered in the
<br />closed meeting just concluded by the City Council.
