<br />At a Called Meeting of the City Council on Saturday, March 10, 2018, there were

<br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager

<br />18 - 98 - The Mayor called the meeting to order and welcomed all in attendance:

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 9:00 a.m., Saturday, March 10, 2018 for the
<br />purpose of a Joint Meeting with the Economic Development Authority.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />18 - 99 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into closed meeting
<br />pursuant to Virginia Code subsection 2.2-3711 A.6 for the purpose of discussing the
<br />investment of public funds where competition or bargaining is involved, where discussion
<br />in an open session would adversely affect the bargaining position or negotiating strategy
<br />of the City, specifically regarding The Commons at Portsmouth Center.
<br />
<br /> The motion was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: None
<br />
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia
<br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements under the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion by which the
<br />Closed Meeting was convened were heard, discussed or considered in the
<br />closed meeting just concluded by the City Council.

<br />18 - 100 - The following items were discussed in Public Work Session:
<br />
<br />1. Economic Development with Limited Eminent Domain - Jeff Miller, Assistant City
<br />Attorney
<br />
<br />2. Incentives for Development - Robert Moore, Economic Development Director
<br />
<br /> Councilman Moody asked if there were any government entities that could
<br />benefit from the Historic Tax Credit Program.
<br />
<br />-Robert Moore, Economic Development Director, informed City Council he
<br />would provide that information.
