<br />At a Regular Meeting of the City Council on Tuesday, February 27, 2018, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., *Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray
<br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr.
<br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />Reverend John Cole II opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes
<br />of a Called Meeting of February 12, 2018, of a Called Meeting of February 13, 2018, and
<br />of a Regular Meeting of February 13, 2018, and was adopted by the following vote:
<br />
<br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Smith, Whitaker, Rowe
<br />Nays: None
<br />

<br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to deny Item 18-69.

<br />10. Peter Youngblood, 535 Hampton Place, spoke in opposition to this item.
<br />
<br /> Councilman Whitaker called for a point of order inquiring as to whether or not Mayor
<br />
<br />Rowe would allow citizens to speak who did not sign up.
<br />
<br /> Mayor Rowe ruled that this was not a Public Hearing and citizens that did not sign up
<br />
<br />would not be allowed to speak.
<br />
<br /> At the request of Councilman Whitaker, Mayor Rowe asked for but did not receive a
<br />
<br />consensus of City Council to allow for speakers that did not sign up.
<br />
<br /> Substitute motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the
<br />following resolution, and was adopted by the following vote:
