<br />February 27, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, February 27, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 87 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 27, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 88 - The following items were discussed in Public Work Session: <br /> <br /> <br /> Introduction of Anne Seward, Interim Chief Financial Officer by Dr. Patton, City <br />Manager <br /> <br />1. Community Development Block Grant/Home Program - Robert Baldwin, Planning <br />Director / Jeffrey Crimer <br /> <br />-Councilman Moody asked for an estimate on the expenditures for the SportsPlex. <br /> <br /> Dr. Patton, City Manager, informed City Council that James Wright, City <br />Engineer, would provide that information on the next business day. <br /> <br />-Mayor Rowe asked if the City had the statutory authority to administer the <br />Housing Rehab Program. <br /> <br /> Solomon Ashby, City Attorney, informed City Council he would research and <br />provide clarification. <br /> <br />-Councilman Moody asked for information on the number of houses sold in the <br />last 3 years and the fair market value of each property. <br /> <br /> Holt Butt, City Assessor, informed City Council he would provide that <br />information. <br /> <br />2. Retirement and Other-Post Employment Benefits (OPEB) - Elizabeth Gooden, <br />Human Resource Director / Anne Seward, Interim Chief Financial Officer / Andre <br />Steward, Managing Consultant Actuary Director, John Hancock <br /> <br />-Councilman Moody asked how the number of participants in the retirement <br />system has changed over the last 5 years. <br /> <br /> <br /> Dr. Patton, City Manager, informed City Council she would provide that <br />information. <br /> <br />3. City Manager Report/Report Backs - Dr. Patton, City Manager <br /> <br />4. Council Liaison Reports - <br />- Vice Mayor Psimas - <br /> <br /> Joint meeting with Economic Development Authority (EDA) and upcoming EDA <br />retreat, Saturday, March 10, 2018. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority update. <br /> <br />-Councilman Clark <br /> - <br /> <br /> Parking Authority update. <br /> <br /> Hampton Roads Regional Jail update. <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Planning District Commission update. <br /> <br /> There was a consensus of City Council to have the Dr. Patton, City Manager, place <br /> <br />an item on the next agenda opposing off shore drilling. <br /> <br /> <br /> <br /> <br /> <br />
