February 27, 2018 At a Called Meeting of the City Council on Tuesday, February 27, 2018, there were present: Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. Smith, Sr., Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 18 - 87 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 27, 2018 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 18 - 88 - The following items were discussed in Public Work Session:  Introduction of Anne Seward, Interim Chief Financial Officer by Dr. Patton, City Manager 1. Community Development Block Grant/Home Program - Robert Baldwin, Planning Director / Jeffrey Crimer -Councilman Moody asked for an estimate on the expenditures for the SportsPlex.  Dr. Patton, City Manager, informed City Council that James Wright, City Engineer, would provide that information on the next business day. -Mayor Rowe asked if the City had the statutory authority to administer the Housing Rehab Program.  Solomon Ashby, City Attorney, informed City Council he would research and provide clarification. -Councilman Moody asked for information on the number of houses sold in the last 3 years and the fair market value of each property.  Holt Butt, City Assessor, informed City Council he would provide that information. 2. Retirement and Other-Post Employment Benefits (OPEB) - Elizabeth Gooden, Human Resource Director / Anne Seward, Interim Chief Financial Officer / Andre Steward, Managing Consultant Actuary Director, John Hancock -Councilman Moody asked how the number of participants in the retirement system has changed over the last 5 years.  Dr. Patton, City Manager, informed City Council she would provide that information. 3. City Manager Report/Report Backs - Dr. Patton, City Manager 4. Council Liaison Reports - - Vice Mayor Psimas -  Joint meeting with Economic Development Authority (EDA) and upcoming EDA retreat, Saturday, March 10, 2018. -Councilwoman Lucas-Burke -  Portsmouth Redevelopment and Housing Authority update. -Councilman Clark -  Parking Authority update.  Hampton Roads Regional Jail update. -Mayor Rowe -  Hampton Roads Planning District Commission update. There was a consensus of City Council to have the Dr. Patton, City Manager, place  an item on the next agenda opposing off shore drilling.
