<br />February 12, 2018 <br /> <br />At a Called Meeting of the City Council on Monday, February 12, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 60 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 12, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 61 - The following items were discussed in Public Work Session: <br /> <br />1. Workforce Development - Elizabeth Gooden, Director of Human Resources and <br />Robert Moore, Director of Economic Development <br />- Councilman Moody requested turnover rate for Equipment Operator 1-4 <br />and Combination Code Inspectors, and the total of benefits packages, <br />including mid-level and long tenured employees in comparison to other <br />cities salaries. City Manager Patton will report back. <br />- Councilman Moody requested the Council revisit the mentor/intern <br />program. There was a consensus of Council. <br /> <br />2. Unique Financing Opportunities - Barbara Dameron, Interim Chief Financial Officer <br />- Councilman Whitaker questioned the steps necessary to pursue <br />permission to impose a gas tax. There was a consensus of Council to <br />have City Manager Patton and City Attorney Ashby research and report <br />back. <br />- Councilman Moody requested the deadlines and resale processes of <br />PRHA properties be researched to ensure the city doesn’t incur any <br />penalties from HUD regarding the sales. City Manager Patton and City <br />Attorney Ashby will research and report back. <br /> <br />3. Recreation and Museums Municipal Facilities Assessment - James Wright, City <br />Engineering <br />- Councilman Clark inquired about a fee for non-residents to use the boat <br />ramp at City Park. There was a consensus of Council to have City <br />Manager Patton research and report back. <br /> <br /> Councilman Moody recused himself from discussion of the following matter out of an <br /> <br />abundance of caution and to avoid the appearance of any conflict. <br /> <br />18 - 62 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into a Closed <br />Meeting pursuant to Virginia Code 2.2-3711 A.3 for the purpose of: <br /> <br />Discussion of the disposition of publicly held real property where discussion in <br />an open meeting would adversely affect the bargaining position or negotiating strategy <br />of the public body, specifically regarding the Afton Green development, 4300 George <br />Washington Highway & 0 George Washington Highway (Tax Parcels 0461-0080, 0090, <br />0100, and 0110). <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Lucas-Burke, Psimas, Smith, Whitaker, Rowe <br />Nays: None <br /> <br />Motion Ms. Psimas, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code <br />Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />
