<br />January 23, 2018 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 23, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray A. <br />Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. <br />Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 37 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 23, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />18 - 38 - The following items were discussed in Public Work Session: <br /> <br />1. General Assembly Update - Sherri Neil, Intergovernmental Affairs Manager <br /> <br />2. FY19 Facilities Assessment Overview - James Wright, City Engineer <br /> <br />-Dr. Whitaker wanted to know the purchase price of 801 Water Street. <br /> <br />-Mayor Rowe wanted to know the overall capacity of the Hampton Roads Regional <br />Jail. <br /> <br />-Mayor Rowe asked that Staff bring back a summary of the public/private <br />relationship with regards to the Social Services Building. <br /> <br />-Dr. Whitaker wanted to know if there were grant funds to help with the cost of <br />repairing the Main Library. <br /> <br /> Dr. Patton, City Manager, informed City Council she would provide answers to <br />all questions. <br /> <br />-Mayor Rowe asked that Staff provide an analysis for the Compound off Frederick <br />Boulevard. <br /> <br />-Mayor Rowe asked that Staff come back with information on availability of State <br />funding for jails, what that process entails, and how long is the queue. <br /> <br />3. City Manager Report/Report Backs <br /> <br />4. Council Liaison Reports - <br />- Councilwoman Lucas-Burke - <br /> <br /> Planning Commission update. <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />5. Progress of the Zoning Recodification Ordinance - Bob Baldwin, Planning Director <br /> <br />-Mayor Rowe asked for and received consensus of City Council to have Dr. Patton, <br />City Manager, to develop a patch for subdivision of lots. <br /> <br />6.
