<br />January 22, 2018 <br /> <br />At a Called Meeting of the City Council on Monday, January 22, 2018, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Ray <br />A. Smith, Sr., Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />18 - 31 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, January 22, 2018 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />Economic Development Authority Commissioners Present: <br />Anthony Hinds, Chairman <br />Miriam Jiggetts <br />Tracy Link <br />Cathy Revell <br />Don Scott <br />Robert Moore, Director of Economic Development <br /> <br />18 - 32 - The following items were discussed in Public Work Session: <br /> <br />1. Joint Meeting with Economic Development Authority - Anthony Hinds, Chairman <br /> <br />2. FY 2019 Strategic Budget Initiatives - Dr. L. Pettis Patton, City Manager <br />- Councilman Moody inquired about 45 Afton Parkway (former Recreation <br />Center). City Manager Patton noted update will be provided at the <br />Tuesday, January 23, 2018 Work Session. <br />- Councilman Moody requested more frequent updates on vacant land and <br />properties within the city. <br />- Councilman Clark inquired about Paramedic retirement requirements in <br />comparison to Police and Fire. City Manager Patton noted that issue is <br />currently under review and she will report back. <br />- Councilman Clark inquired about a non-profit pharmacy for city <br />employees. City Manager Patton will report back. <br />- Councilman Moody requested the consideration of retired Police and Fire <br />personnel to be included into the budget. <br />- Councilman Smith inquired about assessment report received from City <br />rd <br />Assessor Billy Butt regarding the 3 quarter. City Assessor Butt provided <br />rd <br />an update on the re-assessment report and 3 quarter building permit <br />additions. <br /> <br />3. FY 2019 Budget Calendar - Brian Casey, Budget Officer <br />- Councilman Moody requested an additional opportunity for the public to <br />speak on the FY 2019 Budget. Consensus of Council to add a Budget <br />Public Hearing on April 10, 2018. <br /> <br />4. Net Neutrality - Daniel Jones, Chief Information Officer <br />- Vice Mayor Psimas inquired about Reverse 911 calls being routed to cell <br />phones for citizen who do not have home number. Mr. Jones advised the <br />program is coming soon. <br /> <br />5. Legislative Question - Sherri Neil, Director of Intergovernmental Affairs <br />- Question of importance concerning a study of Toll Reform or Joint <br />Legislative Audit and Review (JLAR) of the Port. Consensus of Council to <br />choose the study of Toll Reform. <br /> <br />6. Resolution - Consensus of Council to pull the resolution submitted by Virginia <br />Municipal League. <br /> <br /> <br /> <br />
