November 28, 2017 At a Called Meeting of the City Council on Tuesday, November 28, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 17 - 507 - Mayor Rowe called the meeting to order and welcomed all in attendance. th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 28, 2017 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 17 - 508 - The following items were discussed in Public Work Session:  Introduction of Barbara Dameron, Assistant Chief Financial Officer - Dr. Patton, City Manager 1. Cherry Bekaert Audit - Laura Harden, Certified Public Accountant, Cherry Bekaert 2. City Manager Report/Report Backs 3. City Council Liaison Reports -Councilwoman Psimas -  The Economic Development Authority (EDA) and Portsmouth Port and Industrial Commission (PPIC) will have a joint meeting on December 19, 2017 at 8 a.m.  Grand Illumination Parade float.  Veteran’s Day Ceremony.  Heritage Stone Project. -Councilman Clark -  Update on the Hampton Roads Regional Jail (HRRJ) Councilman Moody recused himself from discussion of the following matter out of an  abundance of caution and to avoid the appearance of any conflict. 17 - 509 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing the disposition of publicly held real property where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body, specifically regarding the Afton Green development, 4300 George Washington Highway & 0 George Washington Highway (Tax Parcels 0461-0080, 0090, 0100, and 0110). The motion was adopted by the following vote: Ayes: Cherry, Clark, Lucas-Burke, Psimas, Whitaker, Rowe Nays: None Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, pursuant to Virginia Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: 1. Only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened were heard, discussed or considered in the closed meeting just concluded by the City Council.
