<br />November 28, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, November 28, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 507 - Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, November 28, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 508 - The following items were discussed in Public Work Session: <br /> <br /> <br /> <br />Introduction of Barbara Dameron, Assistant Chief Financial Officer - Dr. Patton, City <br />Manager <br /> <br />1. Cherry Bekaert Audit - Laura Harden, Certified Public Accountant, Cherry Bekaert <br /> <br />2. City Manager Report/Report Backs <br /> <br />3. City Council Liaison Reports <br /> <br />-Councilwoman Psimas - <br /> <br /> The Economic Development Authority (EDA) and Portsmouth Port and <br />Industrial Commission (PPIC) will have a joint meeting on December 19, 2017 <br />at 8 a.m. <br /> <br /> Grand Illumination Parade float. <br /> <br /> Veteran’s Day Ceremony. <br /> <br /> Heritage Stone Project. <br /> <br />-Councilman Clark - <br /> <br /> Update on the Hampton Roads Regional Jail (HRRJ) <br /> <br /> Councilman Moody recused himself from discussion of the following matter out of an <br /> <br />abundance of caution and to avoid the appearance of any conflict. <br /> <br />17 - 509 - Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to go into Closed <br />Meeting pursuant to Virginia Code subsection 2.2-3711 A.3 for the purpose of discussing <br />the disposition of publicly held real property where discussion in an open meeting would <br />adversely affect the bargaining position or negotiating strategy of the public body, <br />specifically regarding the Afton Green development, 4300 George Washington Highway <br />& 0 George Washington Highway (Tax Parcels 0461-0080, 0090, 0100, and 0110). <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened were heard, discussed or considered in the <br />closed meeting just concluded by the City Council. <br /> <br /> <br /> <br /> <br /> <br />
