November 14, 2017 <br /> <br /> “RESOLUTION SUPPORTING AN APPLICATION TO THE VIRGINIA DEPARTMENT <br />OF TRANSPORTATION (VDOT) FOR FUNDING ALLOCATIONS OF $2,000,000 FOR <br />FY 2019 AND $2,050,000 FOR FY 2020 THROUGH THE VDOT REVENUE SHARING <br />PROGRAM FOR THE PARADISE CREEK BRIDGE REPLACEMENT PROJECT. <br /> <br /> WHEREAS, <br />the Council of the City of Portsmouth, Virginia desires to submit an <br />application for funding allocations of up to $2,000,000 for FY 2019 and up to $2,050,000 <br />for FY 2020 to be matched through the VDOT Revenue Sharing Program for the Paradise <br />Creek Bridge Replacement Project (the Project); and <br /> <br />WHEREAS, <br /> the Council of the City of Portsmouth, Virginia hereby supports the <br />application for funding allocations of up to $2,000,000 for FY 2019 and up to $2,050,000 <br />for FY 2020 to be matched through the VDOT Revenue Sharing Program for the Project; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia, that it hereby agrees to commit to the City’s local share of the total cost for <br />preliminary engineering, right-of-way and construction of the Project in accordance with <br />the Project financial documents. <br /> <br /> BE IT FURTHER RESOLVED <br /> that the City Manager is hereby authorized to <br /> <br />execute the project agreements in the form required by VDOT for the Project.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- New Business - <br /> <br />17 - 494 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />17 - 495 - Items Submitted by Council Members <br /> <br /> Ms. Psimas reminded citizens and City Council of the Grand Illumination Parade, 7 <br /> <br />p.m., Saturday, November 18, 2017 in downtown Norfolk. <br /> <br />17 - 496 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />17 - 497 - Non-Agenda Speakers <br /> <br />1. Deandre Barnes, 218 Boat Street, asked for the City’s help with his and other <br />nonprofit organizations. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, asked that City Council focus on the issues in <br />the City rather than moving the monument. <br /> <br />3. Clyde Toler, 1029 Blair Street, spoke on the Veteran’s Day celebrations. He also <br />spoke on receiving the Shipmate of the Year Award. <br /> <br />4. Donna Sayegh, 3104 Garland Drive, voiced her concern with the finances in the City. <br /> <br />5. Mark Geduldig-Yatrofsky, P. O.
