<br />At a Regular Meeting of the City Council on Tuesday, October 24, 2017, there were
<br />present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth
<br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr.
<br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br /> Mayor Rowe asked for a moment of silence to acknowledge the passing of Judge Earl
<br />
<br />Mobley.
<br />
<br />
<br />Pastor Marc Neppl opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to approve the minutes
<br />of a Called Meeting of October 10, 2017, and of a Regular Meeting of October 10, 2017,
<br />and was adopted by the following vote:
<br />
<br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
<br />Nays: None

<br /> Presentation of special lapel pins to newly appointed board and commission
<br />members.

<br />- Public Hearing -
<br />
<br />17-465 Public hearing on the proposed adoption by the City Council of a resolution
<br />to authorize the City to contract a debt and issue general obligation qualified
<br />zone academy bonds (the "Bonds") of the City, or notes in anticipation
<br />thereof, in a principal amount not to exceed $4,117,195 to finance the costs
<br />of the rehabilitation and repair of, and the provision of equipment for, certain
<br />of the public schools in the City and the costs of issuing the Bonds.

<br />1. Donna Sayegh, 3401 Garland Drive, spoke in opposition to this item.

<br />
<br />17 - 442 - Code amendment:
<br />
<br /> Motion by Ms. Psimas, and seconded by Ms. Lucas-Burke, to adopt the following
<br />ordinance approved on first reading at the October 10, 2017 meeting, and was adopted
<br />by the following vote:
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council revisit the issue of
<br /> parking downtown.

<br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO ZONING FOR THE PURPOSE OF
<br />AMENDING PARKING REGULATIONS AND ESTABLISHING A SPECIAL
<br />EXCEPTION PROCESS, INCLUDING BY AMENDING TABLES 40.1-2.1(A) AND (G)
<br />AND 40.1-2.2(I) AND (J), AMENDING SUBSECTIONS 40.1-2.1(D) AND 40.1-2.3(D),
<br />AMENDING AND RESTATING SECTION 40.1-5.1 IN ITS ENTIRETY, AMENDING
<br />SECTION 40.1-9.7 OF APPENDIX A, AMENDING SECTIONS 702-705 OF APPENDIX
