October 24, 2017 <br /> <br />16. That the City Attorney of the City is authorized and directed to file a certified <br />copy of this resolution with the Circuit Court of the City pursuant to Sections 15.2-2607 <br />and 15.2-2627 of the Virginia Code. <br /> <br />17. That the Council hereby elects pursuant to Section 15.2-2601 of the Virginia <br />Code to issue the Bonds under the Public Finance Act of 1991, Chapter 26, Title 15.2 of <br />the Virginia Code without regard to the requirements, restrictions or other provisions <br />contained in the Charter of the City. <br /> <br />BE IT FURTHER RESOLVED <br />by the Council of the City of Portsmouth, Virginia <br /> <br />that this resolution shall take effect immediately upon the date of its adoption.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 468 - Adoption of resolutions approving the 2018 State Legislative Package <br />and the 2018 Federal Legislative Package. <br /> <br />(a) Adoption of a resolution endorsing the City’s 2018 General Assembly <br />Legislative Package. <br /> <br />(b) Adoption of a resolution endorsing the City’s 2018 Federal Legislative <br />Package for the 115th Congress. <br /> <br />Background: <br /> <br /> Every department within the city of Portsmouth was provided an opportunity to <br /> <br />identify issues for inclusion in the 2018 State and Federal Legislative Packages. <br /> <br /> Via the city’s webpage, the citizens of Portsmouth were afforded an opportunity to <br /> <br />submit suggestions for the 2018 State and Federal Legislative Packages. <br /> <br /> All submissions were included in the first draft Power-Point presentation presented <br /> <br />to City Council at their Public Work Session on Monday, August 7, 2017. <br /> <br />th <br /> After the August 7 presentation, City Council individually rated these items and <br /> <br />indicated which ones they were interested in moving forward. <br /> <br /> The survey and ratings were presented to City Council on August 22, 2017 at their <br />Public Work Session. Based on the City Council members’ consensus, the initial list of <br /> <br />initiatives was narrowed down. <br /> <br /> The remaining items on the list were researched and vetted by staff with the results <br />being presented to City Council with recommendations on September 26, 2017 at their <br /> <br />Public Work Session. <br /> <br />th <br /> At the September 26 Public Work Session, City Council narrowed the State <br />Legislative initiatives to the five (5) included in the 2018 State Legislative Initiatives in <br /> <br />Brief attachment to this CMR. <br /> <br /> Portsmouth City Council met with the Portsmouth General Assembly Delegation <br />at a joint meeting on Tuesday, October 24, 2017 to discuss the items in the City’s 2018 <br />State Legislative package. <br /> <br /> Portsmouth City Council is set to formally adopt the 2018 State and Federal <br />Legislative Packages at its regular City Council meeting on Tuesday, October 24, 2017. <br /> <br />Discussion: <br /> <br /> The items included in the 2018 State and Federal Legislative Packages were first <br />vetted with the City Manager. <br /> <br /> These items were then presented and vetted with the City Council members to <br />determine which items would remain and which would be eliminated. <br /> <br /> The items included in the State Legislative Package were agreed upon and will be <br />submitted for introduction by members of the Portsmouth General Assembly Delegation. <br /> <br /> The items for the 2018 Federal Legislative Package will be forwarded to the city’s <br />Congressional Delegation. <br /> <br /> A potential visit to Washington, D.C. may be scheduled to discuss the items in the <br />2018 Federal Legislative Package, or other items of interest to the city that may arise <br />after the adoption of this package. <br /> <br /> <br /> <br /> <br /> <br />
