<br />October 24, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, October 24, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 462 - Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 24, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />General Assembly Members Present: <br />Senator Mamie E. Locke <br />Senator L. Louise Lucas <br />Delegate Matthew James <br />Delegate Stephen E. Heretick <br />Christie New Craig, Chief of Staff for Senator John A. Cosgrove <br /> <br />17 - 463 - The following items were discussed in Public Work Session: <br /> <br />1. General Assembly Delegation FY2018 Legislative Discussion - Sherri Neil, <br />Intergovernmental Affairs Manager <br /> <br /> <br />-There was a concurrence of City Council to have Dr. Patton, City Manager, to provide <br />information to the General Assembly members as to what economic development <br />tools are needed to continue the City’s growth with regards to work force development <br />and new projects. <br /> <br />2. Parades/Demonstrations Update - Solomon Ashby, City Attorney <br /> <br />3. City Manager Report/Report Backs - Dr. Patton, City Manager <br /> <br />-Update on Homeless and Vagrant Initiatives. <br /> <br /> Councilman Moody asked that a copy of the update be provided to <br />businesses downtown. He also suggested that those from the business and <br />faith based communities be part of the Homeless Outreach Team (HOT). <br /> <br />-Update on notification process for overtime in the Fire Department. <br /> <br /> Councilman Whitaker asked if there was a policy in place requiring police and <br />fire personnel to stay on duty if there are vacancies. He also asked if there <br />was a staffing model put into place to make sure vacancies are handled more <br />efficiently. <br /> <br /> Vice Mayor Cherry asked for a comparison of the amount of money spent for <br />overtime versus the amount that was budgeted for overtime. <br /> <br />17 - 464 - Motion by Ms. Psimas, and seconded by Mr. Moody, go into closed meeting <br />pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussion and <br />consideration of candidates for the position of City Assessor; and <br /> <br /> pursuant to Virginia Code subsection 2.2-3711 A.19 for the purpose of discussing <br />plans to protect public safety as it relates to terrorist activity or specific cybersecurity <br />threats or vulnerabilities and briefing by staff members, legal counsel, and law- <br />enforcement officials concerning actions taken to respond to such matters or a related <br />threat to public safety. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
