<br />At a Called Meeting of the City Council on Tuesday, September 26, 2017, there
<br />were present:
<br />
<br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, *William E. Moody, Jr., Elizabeth
<br />M. Psimas, *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr.
<br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr.
<br />
<br />17 - 420 - Mayor Rowe called the meeting to order and welcomed all in attendance.
<br />

<br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor
<br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 26, 2017 for the
<br />purpose of a Public Work Session.
<br />
<br /> In addition, you may consider a motion to go into a Closed Meeting.
<br />

<br />
<br />17 - 421 - The following items were discussed in Public Work Session:
<br />
<br />1. Crime Data, Trends and Other Special Indicators - Dr. Randy Gainey, Professor of
<br />Sociology and Criminal Justice, Dr. Tancy Vandecar-Burdin, Associate Director of
<br />the Social Science Research Center, and Dr. Melvina Sumter, Associate Professor
<br />of Sociology and Criminal Justice.
<br />
<br />2. 2018 State and Federal Legislative Package - Sherri Neil, Intergovernmental Affairs
<br /> Manager
<br />
<br />-Councilman Whitaker asked if Lincoln Cemetery was part of the group of African
<br />American cemeteries that could receive the reimbursement according to HB1547.
<br />
<br /> Sherri Neil, Intergovernmental Affairs Manager, informed City Council that she
<br />would find out if HB1547 allowed for privately owned cemeteries to receive
<br />reimbursement.
<br />
<br />-There was a consensus of City Council to support the bill that best helps citizens
<br />with regards to being able to make monthly payments for flood insurance,
<br />specifically for those citizens that do not have a mortgage.
<br />
<br />3. City Manager Report Back - Dr. Patton, City Manager
<br />
<br />-Councilman Whitaker asked if there could be an explanation as to why some rental
<br />districts in the City were exempt from inspections for single family homes and other
<br />districts were not.
<br />
<br /> Dr. Patton, City Manager, informed City Council she would provide them with
<br />that information.
<br />
<br />-Councilwoman Psimas asked staff to provide a timeline in which supplemental
<br />payments were provided to retirees over the last and current fiscal years. She also
<br />asked for the amount it would take to fund the $500 bonus to employees.
<br />
<br />-Councilman Moody asked that staff come back with the amount of funding it would
<br />take to provide a $500 to retirees with 20 plus years with the City.
<br />
<br />4. City Manager’s Report - Dr. Patton, City Manager
<br />
<br />17 - 422 - Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia
<br />Code subsection 2.2-3711 A.1 for the purpose of discussion and consideration of
<br />candidates and recruitment for the position of City Assessor, and for the purpose of
<br />discussion and consideration of potential candidates for appointment to Boards and
<br />Commissions.
<br />
<br />The motion was adopted by the following vote:

<br />Nays: None
<br />
<br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia
