September 12, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 12, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Reverend Lynda Moore opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of August 21, 2017, of a Called Meeting of August 22, 2017, and of <br />a Regular Meeting of August 22, 2017, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />17 - 389 - Public hearing on use permit application: <br /> <br />UP-17-09 UPTOWN - Edwin Coval with AECOM/URS, on behalf of McDonalds <br />Corporation, is requesting a use permit to update their backlit signs <br />on the building located at 801 London Boulevard. The property is <br />located in the D2-FBC (Form Based Code) district which prohibits <br />backlit signs. This is part of a larger project to update the facility <br />overall by adding dual order lanes, re-skin the exterior of the building <br />and update the interior dining area of the building. The property is <br />designated within a Mixed Use Corridor on the Future Land Use Map <br />in the Comprehensive Plan. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-17-09 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />17 - 390 - Adoption of an ordinance accepting Children’s Services Act supplemental <br />funding in the amount of $189,394 from the Virginia Department of Social Services <br />into the FY 2017 Children’s Services Act fund. <br /> <br />Background: <br /> <br /> The Children's Services Act (CSA) is now the name for a law enacted in 1993 that <br />establishes a single state pool of funds to purchase services for at- risk youth and their <br />families. The state funds, combined with local community funds, are managed by local <br /> <br />interagency teams who plan and oversee services to youth. <br /> <br /> It is the intention of this law to create a collaborative system of services and funding <br />that is child-centered, family-focused and community-based when addressing the <br />strengths and needs of troubled and at-risk youths and their families in the <br />Commonwealth. <br /> <br /> Services and funding must be consistent with the Commonwealth's policies of <br />preserving families and providing appropriate services in the least restrictive environment, <br />while protecting the welfare of children and maintaining the safety of the public. <br /> <br /> Services are designed to identify and intervene early with young children and their <br />families who are at risk of developing emotional or behavioral problems, or both, due to <br />environmental, physical or psychological stress. <br /> <br /> <br /> <br /> <br />
