- City Manager’s Report -

17 - 390 - Adoption of an ordinance accepting Children’s Services Act supplemental
funding in the amount of $189,394 from the Virginia Department of Social Services
into the FY 2017 Children’s Services Act fund.

Background:

The Children's Services Act (CSA) is now the name for a law enacted in 1993 that
establishes a single state pool of funds to purchase services for at- risk youth and their
families. The state funds, combined with local community funds, are managed by local

interagency teams who plan and oversee services to youth.

It is the intention of this law to create a collaborative system of services and funding
that is child-centered, family-focused and community-based when addressing the
strengths and needs of troubled and at-risk youths and their families in the
Commonwealth.

Services and funding must be consistent with the Commonwealth's policies of
preserving families and providing appropriate services in the least restrictive environment,
while protecting the welfare of children and maintaining the safety of the public.

Services are designed to identify and intervene early with young children and their
families who are at risk of developing emotional or behavioral problems, or both, due to
environmental, physical or psychological stress.
