<br />September 12, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 12, 2017, there <br />were present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. <br />L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 386 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 12, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 387 - The following items were discussed in Public Work Session: <br /> <br />1. FY17 End of Year Budget Results - Alice Kelly, Chief Financial Officer <br /> <br /> Councilman Whitaker asked for a report on the Fire and Police overtime issue to <br />include the reasons for the increase in overtime, positions that are being filled <br />and what positions are open. <br /> <br /> Mayor Rowe asked for a report back on the 5 year history of sales, use and <br />restaurant taxes to be included as part of the 5 year financial plan. <br /> <br /> Councilman Moody asked for information on the percentage of delinquency <br />relative to food tax. <br /> <br />2. Churchland Bridge Update - James Wright, City Engineer <br /> <br /> <br /> Dr. Patton, City Manager provided report backs for the following: <br /> <br />-Schools financial payment. <br /> <br /> Councilman Whitaker asked how transfer of payments to the Schools was <br />handled prior to 2014. <br /> Dr. Patton informed City Council she would provide that information by <br />o <br />email. <br /> <br />-Cedar Grove fence repair. <br /> <br />3. City Manager’s Report - Dr. Patton, City Manager <br /> <br /> <br />4.City Council Liaison Reports <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Update on Portsmouth Redevelopment and Housing Authority (PRHA). There <br />has been a request of PRHA to have City Council liaisons recuse themselves <br />from closed meetings. Mr. Ashby, City Attorney, will be looking into the by-laws <br />to determine if that is appropriate. <br /> <br /> Vice Mayor Cherry suggested a meeting between PRHA and City Council. <br /> <br /> <br /> Mr. Ashby, City Attorney, provided a report back on the potential fiscal impact of 5G <br />technology. <br /> <br /> Councilman Whitaker asked that staff look into alternative locations outside of Cedar <br /> <br />Grove Cemetery for the Confederate monument. <br /> <br /> Mayor Rowe asked that staff continue to work on the 3 sites identified in Cedar Grove <br /> <br />Cemetery and report back at the next Public Work Session. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
