September 12, 2017 At a Called Meeting of the City Council on Tuesday, September 12, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 17 - 386 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 12, 2017 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 17 - 387 - The following items were discussed in Public Work Session: 1. FY17 End of Year Budget Results - Alice Kelly, Chief Financial Officer  Councilman Whitaker asked for a report on the Fire and Police overtime issue to include the reasons for the increase in overtime, positions that are being filled and what positions are open.  Mayor Rowe asked for a report back on the 5 year history of sales, use and restaurant taxes to be included as part of the 5 year financial plan.  Councilman Moody asked for information on the percentage of delinquency relative to food tax. 2. Churchland Bridge Update - James Wright, City Engineer  Dr. Patton, City Manager provided report backs for the following: -Schools financial payment.  Councilman Whitaker asked how transfer of payments to the Schools was handled prior to 2014. Dr. Patton informed City Council she would provide that information by o email. -Cedar Grove fence repair. 3. City Manager’s Report - Dr. Patton, City Manager 4.City Council Liaison Reports -Councilwoman Lucas-Burke -  Update on Portsmouth Redevelopment and Housing Authority (PRHA). There has been a request of PRHA to have City Council liaisons recuse themselves from closed meetings. Mr. Ashby, City Attorney, will be looking into the by-laws to determine if that is appropriate.  Vice Mayor Cherry suggested a meeting between PRHA and City Council.  Mr. Ashby, City Attorney, provided a report back on the potential fiscal impact of 5G technology. Councilman Whitaker asked that staff look into alternative locations outside of Cedar  Grove Cemetery for the Confederate monument. Mayor Rowe asked that staff continue to work on the 3 sites identified in Cedar Grove  Cemetery and report back at the next Public Work Session.
