<br />WHEREAS,  
<br /> the City Council wishes to preserve, protect, and ensure that all  
<br />people are welcomed safe and able to fully participate as enfranchised citizens of the  
<br />City;   
<br />  
<br /> NOW THEREFORE BE IT RESOLVED  
<br />by the Council of the City of Portsmouth,  
<br />Virginia that the City of Portsmouth rejects and denounces violent extremism and  
<br />terrorism of all kinds, including racist and bigoted ideologies espoused by white  
<br />nationalists, white supremacists, neo-Nazis and other hate groups; and   
<br />  
<br />BE IT FURTHER RESOLVED  
<br />  that the Council of the City of Portsmouth, Virginia  
<br />encourages all citizens to stand in solidarity with the citizens of Charlottesville by  
<br />reaffirming our City’s commitment to the values of equality, inclusion, diversity, and rule  
<br />  
<br />of law.”

<br /> Motion by Mr. Moody, and seconded by Mr. Cherry, to change the order of  
<br />business of the agenda to consider Item 17-368, Item 17-369, Item 17-370, and Item 17- 
<br />371 at the beginning of the agenda, and was adopted by the following vote:  
<br />  
<br />17 - 368 - Adoption of an ordinance to account for, re-appropriate and transfer, as  
<br />applicable, unexpended funds from the FY 2017 Portsmouth Public Schools (PPS)  
<br />General Fund and Risk Management Fund budgets as follows: (1) re-appropriate  
<br />$2,565,215 by classification to the overall and First Quarter FY 2018 PPS General  
<br />Fund budgets; (2) transfer $1,002,628 from the City of Portsmouth General Fund to  
<br />the Education category of the FY 2018 Capital Improvement Fund; (3) increase the  
<br />Contingency Account in the City of Portsmouth General Fund by $1,562,534; (4)  
<br />transfer $3,331,154 from the City of Portsmouth General Fund to the FY 2018 City  
<br />of Portsmouth Risk Management Fund; and (5) decrease the transfer of funds  
<br />appropriated from the FY 2018 City of Portsmouth General Fund under the  
<br />approved PPS FY 2018 budget by $5,896,316 and authorize PPS to retain FY 2017  
<br />funds in the same amount.

<br />17 - 369 - Adoption of an ordinance to re-appropriate unexpended funds from the  
<br />FY 2017 Portsmouth Public Schools Risk Management Fund budget in the total  
<br />amount of $2,000,000 into the FY 2018 overall and First Quarter Risk Management  
<br />Fund budgets for the Portsmouth Public Schools.

<br />17 - 370 - Adoption of an ordinance to re-appropriate unexpended funds from the  
<br />FY 2017 Portsmouth Public Schools Textbook Fund budget in the total amount of  
<br />$2,565,162 into the Overall and First Quarter FY 2018 Textbook Fund budget for the  
<br />Portsmouth Public Schools.

<br />17 - 371 - Adoption of an ordinance to re-appropriate unexpended funds from the  
<br />FY 2017 Portsmouth Public Schools Grant Fund budget in the total amount of  
<br />$328,447 into the FY 2018 Portsmouth Public Schools Grant Fund budget.

<br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to postpone  
<br />consideration of Item 17-368, Item 17-369, Item 17-370 and Item 17-371 to the meeting  
<br />of September 12, 2017 and City Council directs the City Manager and her staff to meet  
<br />with the School Superintendent to resolve this matter, and was adopted by the following  
<br />vote:
