August 22, 2017 <br /> <br /> <br /> It is therefore proposed to transfer the Employment for TANF Participants grant <br />funding and the local match (a total of $134,557.96) from the Social Services Fund to the <br /> <br />Grants Fund. <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />Motion by Mr. Clark, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE AUTHORIZING THE TRANSFER OF $134,557.96 FROM THE FY 2018 <br />SOCIAL SERVICES FUND TO THE FY 2018 GRANTS FUND FOR THE <br />IMPLEMENTATION OF THE EMPLOYMENT FOR TANF PARTICIPANTS <br />PROGRAM.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 372 - Adoption of a resolution authorizing the City Manager to execute a <br />Hampton Roads Water Quality Credit Agreement for Chesapeake Bay Restoration <br />between the City of Portsmouth and the Hampton Roads Sanitation District for the <br />purpose of acquiring water quality credits. <br /> <br /> <br />Background: <br /> <br /> The Chesapeake Bay Total Maximum Daily Load (TMDL) requires localities to <br />reduce nutrient loadings to the Bay by 2025. The Bay TMDL is enforced through permits <br />for municipal separate storm sewer systems (MS4). <br /> <br /> A locality may meet its obligations to reduce pollution through a number of different <br />methodologies including the purchase of approved nutrient (water quality) credits. <br /> <br /> The Sustainable Water Initiative for Tomorrow (SWIFT) is a water purification <br />project in eastern Virginia by the Hampton Roads Sanitation District (HRSD) that seeks <br />to ensure a sustainable source of groundwater to meet current and future needs in the <br />region. <br /> <br />Discussion: <br /> <br /> <br /> HRSD through working with its State and federal partners is making water quality <br /> <br />credits resulting from the SWIFT program available to all Hampton Roads localities. <br /> <br /> The execution of this agreement and the use of water quality credits will allow the <br />City of Portsmouth additional time to plan projects and implement strategies to meet its <br /> <br />MS4 permit obligations for nutrient reductions. <br /> <br /> This will allow the city to focus its stormwater projects on flooding in the near term <br /> <br />and plan better and more efficient water quality projects for future implementation. <br /> <br />Financial impact: <br /> <br /> There is no financial cost to the City for executing the agreement with HRSD, as <br />the availability of these nutrient credits is viewed as a benefit that ratepayers have <br />already paid for and should not be charged twice. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> Execution of the Agreement with HRSD by the City Manager. <br /> <br /> <br /> <br /> <br /> <br /> <br />
