<br />August 22, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 22, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, *William E. Moody, Jr., Dr. Mark <br />M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 360 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 22, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 361 - The following items were discussed in Public Work Session: <br /> <br />1. Reading of letter from Claude Parent, Portsmouth City School Board Chairman. <br /> <br />2. Reading of resolution in support of Charlottesville. <br /> <br />3. Hampton Roads Sanitation District (HRSD) - Ted Henifin, General Manager, HRSD <br /> <br />4. 2018 Legislative Initiatives Report Back - Sherri Neil, Intergovernmental Affairs <br />Manager <br /> <br />-There was a consensus of City Council to seek an amendment to the State Code <br />giving localities the ability to regulate the interest rates for pay day lenders. <br /> <br />-Mayor Rowe asked that staff provide a copy of SB881 and the impact study to City <br />Council. <br /> <br />-There was a consensus of City Council to have staff oppose any legislation that <br />encroaches on the City’s ability to regulate the zoning of wireless towers, <br />generators, etc. <br /> <br />-There was a consensus of City Council to support the decriminalization of <br />marijuana. <br /> <br />-Councilman Whitaker asked that staff provide additional information on the Child <br />day programs exemptions. <br /> <br />-Mayor Rowe asked that staff provide the resolution R-15-29 to City Council <br />pertaining to restoring of voting rights. <br /> <br />-There was a consensus of City Council to have legislation that would change the <br />act that created Hampton Roads Transportation Accountability Commission <br />(HRTAC), also to pursue tolls issue through the courts and to ask the General <br />Assembly to put money toward the debt service to pay down the tolls early. <br /> <br />5. City Manager’s Agenda Item(s) Review - Dr. Patton, City Manager <br /> <br />6. Council Liaison Reports - <br />- Councilwoman Lucas-Burke - <br /> <br /> STOP Organization update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br />17 - 362 - Motion by Mr. Cherry, and seconded by Ms. Lucas-Burke, to go into closed <br />meeting pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussion <br />and consideration of potential candidates for appointment to Boards and Commissions; <br />and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
