August 8, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, August 8, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />Father Derek Harbin opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of July 24, 2017, of a Called Meeting of July 25, 2017, and of a Regular <br />Meeting of July 25, 2017, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />- Public Hearing - <br /> <br /> <br />17 - 290 - Public hearing on a use permit application: <br /> <br />(b) UP-17-05 CAVALIER MANOR - C. E. Forehand, agent for T-Mobile <br />Communications, is requesting a use permit to construct a 165 foot <br />monopole telecommunications tower on the rear portion of 3637 <br />Victory Boulevard. The tower would be located approximately 60 <br />feet from Rapidan Street. The property is owned by NTW Properties, <br />LLC and is designated on the Comprehensive Plan Future Land Use <br />Map as Commercial. <br /> <br />1. Joe Wright, 1451 Welcome Road, spoke in opposition to this item. <br /> <br />2. Wilbert Hurdle, 603 Dorset Avenue, spoke in opposition to this item. <br /> <br />3. Toya Locke, 604 Dorset Avenue, spoke in opposition to this item. <br /> <br />4. Melinda Dotson, 602 Dorset Avenue, spoke in opposition to this item. <br /> <br />5. Thomas Waters, 602 Dorset Avenue, spoke in opposition to this item. <br /> <br />6. Peter Youngblood, 535 Hampton Place, spoke on the reasons the Planning <br />Commission disapproved Item 17-290(b) and informed City Council of other locations <br />that would not impact residents. <br /> <br /> Motion by Mr. Cherry, and seconded by Mr. Moody, to deny UP-17-05 on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION DENYING THE APPLICATION BY T-MOBILE COMMUNICATIONS <br />FOR USE PERMIT UP-17-05 TO CONSTRUCT A 165 FOOT MONOPOLE <br />TELECOMMUNCATIONS TOWER AT 3637 VICTORY BOULEVARD. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
