August 8, 2017 <br /> <br />- New Business - <br /> <br />17 - 347 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />17 - 348 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker asked that City Council direct Dr. Patton, City Manager, to draft a <br /> <br />statement denouncing the inhumane treatment of citizens and non-citizens by the <br />police. <br /> <br /> Mr. Moody spoke on the following events: <br /> <br /> <br />-Olde Towne Farmer’s Market every Saturday through December, 9 a.m. - 1 p.m. <br />at the corner of High and Court Streets. <br /> <br />-Sunset Thursdays every Thursday through September, 6:30 p.m. - 9 p.m. <br /> <br />-Resistance and Resilience: A Memoir Workshop of the Jim Crow Era, Thursday, <br />August 10, 10 a.m. - 11:30 a.m. at the Portsmouth Colored Community Library <br /> <br />-Movies at the Park, 7 p.m., Saturday, August 12 at Portsmouth City Park. <br /> <br />-Family movie night, 6 p.m., Tuesday, August 15 at the Churchland Library. <br /> <br /> Mr. Moody informed citizens of the report back of outstanding warrants in the City and <br /> <br />that a plan to retire these warrants would be provided to City Council. <br /> <br /> Dr. Whitaker asked that Solomon Ashby, City Attorney provide documents of the <br /> <br />Greater Portsmouth Development Corporation (GPDC) enabling language from City <br />Council that appointed members to GPDC, as well as, documents recognizing the 1/3 <br />interest share that the City, Portsmouth Redevelopment and Housing Authority <br />(PRHA), and the Portsmouth Partnership agreed to. <br /> <br /> <br /> Mayor Rowe informed City Council and citizens that the GPDC topic would be on an <br /> <br />upcoming Public Work Session. <br /> <br />17 - 349 - Report on Pending Items <br /> <br /> <br /> Dr. Patton, City Manager, made a correction from the Monday night Public Work <br />Session where she referred to the Norfolk State University School of Social Work as <br />the Evelyn School of Social Work. The school of social work is known as the Ethelyn <br />R. Strong School of Social Work. <br /> <br />17 - 350 - Non-Agenda Speakers <br /> <br />1. Lindsey Jones, 1603 Barron Street, provided suggestions for possible use of the <br />Sports Hall of Fame building. <br /> <br />2. Darlene Jones, 4307 Spincaster Lane, Chesapeake, asked for help with a family <br />emergency. <br /> <br />3. Clyde Toler, 1029 Blair Street, presented Ms. Ida Kay Jordan with flowers and a pin <br />from the Fleet Reserve Association. <br /> <br />4. Steve Carroll, 3112 Riveredge Drive, voiced his concern with hiring practices by <br />PRHA. <br /> <br />5. LaKeesha Atkinson, 612 Rutter Street, voiced her concern with calls not being <br />returned by management. <br /> <br />6. T. J.
