<br />August 8, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, August 8, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, City Manager Dr. L. Pettis Patton, City <br />Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 336 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, August 8, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 337 - The following items were discussed in Public Work Session: <br /> <br />1. City Council Poverty Taskforce - Dr. Patton, City Manager <br /> <br />2. City Manager’s Report - Dr. Patton, City Manager <br /> <br /> <br />3.City Council Liaison Reports <br /> <br />-Councilwoman Psimas - <br /> <br /> Update on Military Affairs tour of Naval Medical Center. <br /> <br /> Update on Coast Guard Birth Events. <br /> <br />-Vice Mayor Cherry - <br /> <br /> Update on Personnel Committee – Assessor position <br /> <br />-Councilman Clark - <br /> <br /> Update on Portsmouth Parking Authority <br /> <br />-Councilman Whitaker - <br /> <br /> Increase in number of accredited schools <br /> <br /> Recognition of Dr. Bracy, Superintendent, on being awarded Superintendent of <br />the Year at the September 12 City Council meeting. <br /> <br />-Mayor Rowe - <br /> <br /> Request by both the Hampton Roads Transportation Accountability <br />Commission and the Hampton Roads Planning District Commission to <br />Governor McAuliffe asking for an appointment to the Commonwealth <br />Transportation Board from Hampton Roads. <br /> <br /> <br /> Dr. Patton, City Manager provided report backs for the following: <br /> <br />-Number of outstanding warrants in the City. <br /> <br />-Lack of promotion hiring from promotion list. <br /> <br />-Number of trucks stopped that are not in compliance with weight standards. <br /> <br />-One page report will be provided on impact of decriminalization of marijuana <br />and how it impacts discipline of students in schools. <br /> <br />17 - 338 - Motion by Mr. Cherry, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to Virginia Code subsections 2.2-3711 A.6 and A.29 for the purpose of <br />discussing contracts involving the expenditure of public funds and the investment of public <br />funds where competition or bargaining is involved, and where discussion in an open <br />session would adversely affect the bargaining position or negotiating strategy of the City <br />and the financial interest of the City, specifically regarding existing and potential future <br />contractual relationships of and with the Southeastern Public Service Authority for waste <br />disposal services. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br />
