July 25, 2017

Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE TO ACCEPT $84,051 RECEIVED VIA THE CIRCUIT AND GENERAL
DISTRICT COURTS AND TO APPROPRIATE SAID AMOUNT IN THE FY 2018
GENERAL FUND FOR USE BY THE SHERIFF’S OFFICE FOR ITEMS NEEDED TO
SUPPORT THE SHERIFF’S OFFICE TRAINING ACADEMY.”

Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
Nays: None

17 - 319 - Adoption of an ordinance accepting funding in the amount of $1,054 from
the Virginia Department of Behavioral Health and Developmental Services and
appropriating said funds in the FY 2018 Behavioral Healthcare Services Fund for
use by the Department of BHS for Daily Living Activities (DLA) 20 Functional
Assessment Training.

Background:

The Daily Living Activities (DLA) 20 Functional Assessment is an exciting tool
created by Dr. Roger L. Scott and Willa S. Presmanes M.Ed., M. A. to help providers that
want to increase the interrater reliability and accuracy of the Global Assessment
Functioning (GAF) score they generate during their assessment of an individual in need.

Discussion:
The Department of Behavioral Health and Developmental Services (DBHDS) set

these funds aside in the event VACSB decided to move forward with the Services Process
Quality Management (SPQM) and the DLA 20 tools. The VACSB has not decided whether
it will use the SPQM. However, since the funds are available, PDBHS is interested in
staff receiving training on DLA 20, as it might assist our agency in making a decision
about the tool. Training will be provided through Medication Treatment Management
(MTM) Services.

Financial Impact:

There is no financial impact to the city.

Recommended Action:

Adoption of ordinance.

Next Steps Following Council Action:
The Finance Department will make the necessary budget adjustment.

Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following
ordinance, and was adopted by the following vote:

“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,054 FROM THE
VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL
SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2018 BEHAVIORAL
HEALTHCARE SERVICES FUND FOR USE BY THE DEPARTMENT OF BHS FOR
DAILY LIVING ACTIVITIES (DLA) 20 FUNCTIONAL ASSESSMENT TRAINING.”

Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe
Nays: None

17 - 320 - Adoption of an ordinance accepting an opioid prevention, treatment and
recovery grant in the amount of $89,298 from the Virginia Department of Behavioral
Health and Developmental Services and appropriating said funds in the FY 2018
Behavioral Healthcare Services Fund for use by the Department of BHS to provide
peer recovery and other services to assist those fighting opioid addiction.
