<br />July 25, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, July 25, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, *William E. Moody, Jr., *Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 312 - The Mayor called the meeting to order and welcomed all in attendance: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 25, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 313 - The following items were discussed in Public Work Session: <br /> <br />1. U. S. Army Corps of Engineers - Colonel Jason Kelly, commander of the Norfolk <br />District, U. S. Army Corps of Engineers <br /> <br />2. Dog Tethering - Solomon Ashby, City Attorney <br /> <br />-Majority of City Council asked that the ordinance reflect the following language: <br />No tethering unless accompanied outside by owner and within 35ft of the owner. <br /> <br />3. Meeting of September 11, 2017 - Dr. Patton, City Manager <br /> <br /> There was a consensus of City Council to start the September 11, 2017 Public <br />Work Session at 5 p.m. and ending at 6:30 p.m. allowing City Council and citizens <br />to attend the 9-11 Ceremony. <br /> <br /> <br /> <br />4. City Manager’s Agenda Item(s) Review - Dr. Patton, City Manager / Solomon Ashby, <br /> City Attorney <br /> <br />-Dr. Patton, City Manager, informed City Council that Behavioral Healthcare <br />Services along with Social Services will provide an update on the challenges the <br />City face with opioid and other drug addictions. <br /> <br />17 - 314 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 A.1 for the purpose of discussion, <br />consideration and interviews of potential candidates for appointments to boards and <br />commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in the <br />meeting by the City Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
