July 25, 2017 At a Called Meeting of the City Council on Tuesday, July 25, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, *William E. Moody, Jr., *Elizabeth M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 17 - 312 - The Mayor called the meeting to order and welcomed all in attendance: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, July 25, 2017 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 17 - 313 - The following items were discussed in Public Work Session: 1. U. S. Army Corps of Engineers - Colonel Jason Kelly, commander of the Norfolk District, U. S. Army Corps of Engineers 2. Dog Tethering - Solomon Ashby, City Attorney -Majority of City Council asked that the ordinance reflect the following language: No tethering unless accompanied outside by owner and within 35ft of the owner. 3. Meeting of September 11, 2017 - Dr. Patton, City Manager  There was a consensus of City Council to start the September 11, 2017 Public Work Session at 5 p.m. and ending at 6:30 p.m. allowing City Council and citizens to attend the 9-11 Ceremony. 4. City Manager’s Agenda Item(s) Review - Dr. Patton, City Manager / Solomon Ashby, City Attorney -Dr. Patton, City Manager, informed City Council that Behavioral Healthcare Services along with Social Services will provide an update on the challenges the City face with opioid and other drug addictions. 17 - 314 - Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 A.1 for the purpose of discussion, consideration and interviews of potential candidates for appointments to boards and commissions. The motion was adopted by the following vote: Ayes: Cherry, Clark, Lucas-Burke, Moody, Whitaker, Rowe Nays: None Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
