July 11, 2017 <br /> <br />17 - 293 - Adoption of an ordinance accepting grant funding in the amount of <br />$165,000 from the Office of the Executive Secretary of the Supreme Court of <br />Virginia and appropriating said funds in the FY 2018 Grants Fund for use by the <br />Third Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Discussion: <br /> <br /> <br /> This program was first implemented in 2000. <br /> <br />Financial Impact: <br /> <br /> <br /> The Department of Behavioral Healthcare Services has agreed to pay half of the <br />salary and fringe benefits ($27,987.00) of the case manager for the program. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the responsibility of overseeing the Portsmouth Adult Drug Treatment Court will rest with <br />the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Mr. Clark, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $165,000 FROM <br />THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF <br />VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2018 GRANTS FUND FOR <br />USE BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT <br />DRUG TREATMENT COURT.” <br /> <br />Ayes: Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Abstain: Cherry (Wife is an employee of the drug court) <br /> <br />17 - 294 - Adoption of an ordinance accepting an Employment for TANF Participants <br />grant in the amount of $122,269 from the Virginia Department of Social Services <br />and appropriating said funds in the FY 2018 Social Services Fund for use by the <br />Department of Social Services to fund employment readiness programs. <br /> <br />Background: <br /> <br /> As a result of the work of the Virginia First Cities, the General Assembly approved <br />$7.5 million to assist local governments with efforts to promote community wealth building <br /> <br />through non-siloed approaches in order to address issues of systemic poverty. <br /> <br /> The grant is designed to assist participants of Temporary Assistance for Needy <br />Families (TANF), in preparing to enter the workforce and maintaining employment with <br /> <br />the prospect of a career path and wage growth. <br /> <br /> The intent is to provide resources to expand and enhance existing service delivery <br />efforts that address more fully the needs of the target population prior to their entry into <br /> <br />work and during employment. <br /> <br /> Eligible populations would be either current or former TANF clients including those <br /> <br />with multiple barriers to becoming employed. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
