November 25, 1986 86-442 - Letter from the City Manager recommending adoption of a motion to approve the 1987 Legislative Proposals of the City of Portsmouth. "Attached for your consideration is the final draft of the Cit 1987 Legislative Proposals. Suggestions received from the leg g with our Ceneral Assembly Delegation have been~incorporated. I recommend adoption of the proposals. If you have any questions, please give me a call." Motion of Mrs. Lucas and seconded by Mr. Simpson, to adopt the 1987 Legislative'Proposals, and include the Repeal of Chapter 288 the Acts of Assembly of 1968 pertaining to the Tidewater Recrea- tion and Stadium Authority, and was adopted by unanimous vote. NEW BUSINESS 86-443 Councilman Simpson requested that the City Manager look into the f~llowing matters: o Brutual beating of a young service man at the corner of London Boulevard and Effingham Street (7-11 Store). o Beating and robbing of medical student on Crawford Parkway. o ImFroperly constructed chimneys at 314 Washington Street. o Inquired why one business could sell on Sunday and another could not. Motion of Mr. Barnes and secended by Mr. Gray, to suspend the ules for citizen to sFeak, and was adopted by the fnllowing.vote: .'Ayes: Nays: Barnes, CorFrew, Gray, Simpson, Holley Lucas, Webb in S. J. Oliver, III, ~16 Riverside Drive, spoke concerning crime the area of High and Effingham Streets, and requested that the tter be investigated. 86-444 Motion of Mr. 'Corpr~w and seconded by Mr. Barnes, hat Council meet as early as possible ~n January with the School for the purpose of Economic Development and the solidificatio~ of the Portsmouth Family, and was adopted by unanimous vote.
