July 10, 2017 At a Called Meeting of the City Council on Monday, July 10, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth M. Psimas, *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 17 - 280 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Council Chamber, 801 Crawford Street, 6:00 p.m., Monday, July 10, 2017 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 17 - 281 - The following items were discussed in Public Work Session: 1. Historic Preservation Commission Appeals Motion by Ms. Psimas, and seconded by Mr. Moody, to deny a request to construct a 4 foot wooden fence at 239 Maryland Avenue, and was adopted by the following vote: Ayes: Clark, Cherry, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None Motion by Ms. Psimas to deny the request to truncate the upper portion of a 40’ tower on the Holy Angels Roman Catholic Church at 34 Afton Parkway, and the motion failed due to the lack of a second. Motion by Mr. Moody, and seconded by Dr. Whitaker, to approve the request of the applicant to truncate the upper portion of a 40’ tower on the Holy Angels Roman Catholic Church at 34 Afton Parkway, and was adopted by the following vote: Ayes: Clark, Cherry, Lucas-Burke, Moody, Whitaker, Rowe Nays: Psimas 2. The New Portside Review - James Wright, Director of Engineering - Consensus of Council for staff to continue to research and provide updates as information and new developments become available. 3. Parking Standards - Robert Baldwin, Director of Planning - Councilman Whitaker requested details on church parking requirements. City Manager will provide an update. 4. Risk Management Insurance Premiums - Brian Parker, Director of Risk Management 5. Status of Greater Portsmouth Development Corporation (GPDC) - Councilman Whitaker inquired about documentation showing the agreement that all parties have an equal interest. - Mayor Rowe polled City Council on whether to continue GPDC. Council agreed 6-1 (Councilman Whitaker). 6. Accounting of Loan Payoff for Former Holiday Inn Property - Mayor Rowe polled City Council on whether accounting documents were satisfactory. Council agreed 6-1 (Councilman Whitaker). On motion, meeting adjourned at 7:45 p.m.
