<br />July 10, 2017 <br /> <br />At a Called Meeting of the City Council on Monday, July 10, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 280 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City Council <br />Chamber, 801 Crawford Street, 6:00 p.m., Monday, July 10, 2017 for the purpose of a <br />Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 281 - The following items were discussed in Public Work Session: <br /> <br />1. Historic Preservation Commission Appeals <br /> <br /> Motion by Ms. Psimas, and seconded by Mr. Moody, to deny a request to construct <br />a 4 foot wooden fence at 239 Maryland Avenue, and was adopted by the following vote: <br /> <br />Ayes: Clark, Cherry, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Motion by Ms. Psimas to deny the request to truncate the upper portion of a 40’ tower <br />on the Holy Angels Roman Catholic Church at 34 Afton Parkway, and the motion failed <br />due to the lack of a second. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Whitaker, to approve the request of the <br />applicant to truncate the upper portion of a 40’ tower on the Holy Angels Roman Catholic <br />Church at 34 Afton Parkway, and was adopted by the following vote: <br /> <br />Ayes: Clark, Cherry, Lucas-Burke, Moody, Whitaker, Rowe <br />Nays: Psimas <br /> <br />2. The New Portside Review - James Wright, Director of Engineering <br /> - Consensus of Council for staff to continue to research and provide updates as <br />information and new developments become available. <br /> <br />3. Parking Standards - Robert Baldwin, Director of Planning <br /> - Councilman Whitaker requested details on church parking requirements. City <br /> Manager will provide an update. <br /> <br />4. Risk Management Insurance Premiums - Brian Parker, Director of Risk Management <br /> <br />5. Status of Greater Portsmouth Development Corporation (GPDC) <br /> - Councilman Whitaker inquired about documentation showing the agreement that <br /> all parties have an equal interest. <br /> - Mayor Rowe polled City Council on whether to continue GPDC. Council agreed <br /> 6-1 (Councilman Whitaker). <br /> <br />6. Accounting of Loan Payoff for Former Holiday Inn Property <br /> - Mayor Rowe polled City Council on whether accounting documents were <br /> satisfactory.
