May 9, 2017 <br /> <br />17-202 (K): <br /> <br />“RESOLUTION APPROVING THE COMMUNITY PLANNING AND DEVELOPMENT <br />2018 ANNUAL ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, AND <br />AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN <br />THE CITY’S COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENTS.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that City Council amend the <br /> school budget to include funds to provide raises for school employees. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance. <br /> <br />Motion by Mr. Cherry, and seconded by Ms. Lucas-Burke, to amend the ordinance <br />to increase the City Funds to the schools from $52,400,000 to $53,400,000 making the <br />total revenue to the schools $193,985,789. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to suspend the rules <br />to allow the Superintendent of Schools, Schoolboard Chairman or whoever so designated <br />to speak on the issue of school funding that has just been presented, and was adopted <br />by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />1. Dr. Elie Bracy, 2790 Greenwood Drive, spoke in support of the amendment increasing <br /> City Funds to the schools by $1,000,000 and asked if the funds would be reoccurring <br /> funds. <br /> <br />Motion by Mr. Cherry, and seconded by Ms. Lucas-Burke, to amend the ordinance <br />to increase the City Funds to the schools from $52,400,000 to $53,400,000 making the <br />total revenue to the schools $193,985,789, and was denied by the following vote: <br /> <br />Ayes: Cherry, Lucas-Burke <br />Nays: Clark, Moody, Psimas, Rowe <br />Abstain: Whitaker <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />17-202 (L): <br /> <br />“ORDINANCE APPROVING THE FISCAL YEAR 2018 OPERATING BUDGET FOR <br />THE PORTSMOUTH PUBLIC SCHOOL SYSTEM IN THE AMOUNT OF $192,985,789 <br />AND APPROPRIATING THE NECESSARY FUNDS BY CLASSIFICATIONS TO <br />IMPLEMENT (1) THE GRANT FUND CATEGORY OF SAID BUDGET FOR THE <br />ENTIRE FISCAL YEAR 2018 AND (2) THE REMAINDER OF SAID BUDGET FOR THE <br />FIRST QUARTER OF FISCAL YEAR 2018.” <br /> <br /> <br />Ayes: Clark, Moody, Psimas, Rowe <br />Nays: Cherry, Lucas-Burke, Whitaker <br /> <br />1. Mark Geduldig-Yatrofsky, P. O.
