<br /> By Virginia law, the operating budget must be in balance, with estimated revenues
<br />and other funding sources equaling appropriations. The Proposed Operating Budget for
<br />Fiscal Year 2018 complies with this law.

<br />Recommended Action:
<br />
<br /> Adoption of the attached Ordinances to appropriate the Fiscal Year 2018
<br />Operating and Capital Budgets, adoption of the resolution to approve the Community
<br />Planning and Development 2018 Annual Action Plan and adoption of the resolution to
<br />amend and include full-time paramedics as a covered position under the Virginia Line of
<br />Duty Act.

<br />Next Steps Following Council Action:
<br />
<br />
<br /> The City Manager has ultimate responsibility and authority for implementation of
<br />the Annual Operating Budget and the Capital Improvement Plan. The Chief Financial
<br />Officer has day to day responsibility for ensuring the budget is spent as appropriated by
<br />
<br />the City Council.
<br />
<br /> The city will transfer one-third of the quarterly appropriation to the Schools on a
<br />monthly basis. City Council will consider the second quarterly school appropriation in
<br />
<br />September, 2017.
<br />
<br /> The Annual Action Plan will be submitted to HUD by May 15, 2017. HUD has a
<br />
<br />45-day comment period and the FY 2018 Program Year will start July 1, 2017.

<br />ordinance, and was adopted by the following vote:

<br />“ORDINANCE TO AMEND AND RE-ENACT ORDINANCE NO. 2016-31 TO IMPOSE
<br />AND LEVY TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 2017 AND ENDING
<br />JUNE 30, 2018, ON REAL ESTATE, TANGIBLE PERSONAL PROPERTY,
<br />PRIVATELY-OWNED PLEASURE BOATS, PRIVATELY-OWNED CAMPING
<br />TRAILERS AND MOTOR HOMES, AND MACHINERY AND TOOLS WITHIN THE CITY
<br />OF PORTSMOUTH, VIRGINIA, FOR THE PURPOSE OF RAISING REVENUE FOR
<br />THE SUPPORT OF GOVERNMENTAL OPERATIONS AND THE PUBLIC FREE
