R. Hall, Inc., and appropriation of $95,000.00. I, therefore, concur and recommend that Council award a c~ntract to the low bidder and authorize appropriation of $95,000.00. On motion of Mrs. Lucas and seconded by Mrs. Webb, the followi~ ordinance was approved on first reading; award of contract to W. R. Hall, Inc., being the low bidder, and was adopted by unanimous vote: "AN ORDINANCE TO APPROPRIATE $95,000.00 FROM THE CAPITAL IMPROVEMENT FUND FOR PHASE III OF TNB RIVER POINTE SITE PUBLIC IMFROVEMENTS." 86-452 Letter from the City Manager recommending adoption of an ordinance to apprcpriate $3,014,000 from the Community Develop- ment Fund for the 1987 COmmunity Development Program. "Attached for your information is the 1987 Community Develop- ment Block Grant appropriation package. The documentation contains a historical summary of Community Development activities as well as an outline of activities to be conducted under the 198- program, which was the subject of a Public Hearing you conducted on November 25, 1986. There were no public comments received at that hearing. I anticipate that the Portsmouth Redevelopment ~ Housing Authority Board of Commissioners will approve the Community Development Pro- gram at their December 16, 1986 meeting. An Appropriation Ordinance is enclosed for your review. This appropriation includes an anticipated 1987 Entitlement of $1,440,00 and anticipated program income of $1,574,000 for a total appropria- tion of $3,014,000. We expect to have $250,000 available in repro- grammabte funds which yon have previously appropriated. Combined, the City of Portsmouth will have $3,264,000 available to continue Community Development activities in 1987 representing a $736,000 reduction in anticipated funding compared to 1986's Community Development program.
