R. Hall, Inc., and appropriation of $95,000.00. <br />I, therefore, concur and recommend that Council award a c~ntract to <br />the low bidder and authorize appropriation of $95,000.00. <br /> <br /> On motion of Mrs. Lucas and seconded by Mrs. Webb, the followi~ <br />ordinance was approved on first reading; award of contract to W. R. <br />Hall, Inc., being the low bidder, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $95,000.00 FROM THE CAPITAL <br />IMPROVEMENT FUND FOR PHASE III OF TNB RIVER POINTE SITE <br />PUBLIC IMFROVEMENTS." <br /> <br /> 86-452 Letter from the City Manager recommending adoption of <br />an ordinance to apprcpriate $3,014,000 from the Community Develop- <br />ment Fund for the 1987 COmmunity Development Program. <br /> <br /> "Attached for your information is the 1987 Community Develop- <br />ment Block Grant appropriation package. The documentation contains <br />a historical summary of Community Development activities as well as <br />an outline of activities to be conducted under the 198- program, <br />which was the subject of a Public Hearing you conducted on November <br />25, 1986. There were no public comments received at that hearing. <br />I anticipate that the Portsmouth Redevelopment ~ Housing Authority <br />Board of Commissioners will approve the Community Development Pro- <br />gram at their December 16, 1986 meeting. <br /> <br /> An Appropriation Ordinance is enclosed for your review. This <br />appropriation includes an anticipated 1987 Entitlement of $1,440,00 <br />and anticipated program income of $1,574,000 for a total appropria- <br />tion of $3,014,000. We expect to have $250,000 available in repro- <br />grammabte funds which yon have previously appropriated. Combined, <br />the City of Portsmouth will have $3,264,000 available to continue <br />Community Development activities in 1987 representing a $736,000 <br />reduction in anticipated funding compared to 1986's Community <br />Development program. Without reserve I recomment your approval of the 19 <br />Community Development Program and the necessary appropriation." <br /> <br /> <br />
