129 <br /> <br />December 9, 1986 <br /> <br /> 86-431 The following ordinance approved on first reading at <br />the regular meeting of November 25, 1986, was taken up and read: <br /> <br />"AN ORDINANCE TO APPROPRIATE $100,000 FROM THE CAPITAl <br />IMPROVEMENT FUND FOR THE CIVIC ARTS PROGRAM." <br /> <br /> Gregory M. Pomije, 427 London Boulevard, Chairman of Museum and <br />~ine Arts Commission, spoke in support of the recommendations pre- <br />sented by the Mayor's Committee on Percentage for the Arts. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, that Cliff <br />Page to be granted an additional 5 minutes, and was adopted by <br />unanimous vote. <br /> <br /> Cliff Page, 465 Primrose Street, spoke in opposition to the <br />Civic Arts Program. <br /> <br /> Deborah T. Small, <br />representing Tidewater <br /> minutes. <br /> <br />521 Boissevain Avenue, Apt. 27C, Norfolk, <br />Artis Association, requested an additional <br /> <br /> Motion of Mrs. Webb and seconded by Mr. Simpson, Ms. Small was <br />ranted an additional 5 minutes, and by unanimous vote. <br /> <br /> Ms, Small spoke <br />~f Tidewater Artists <br />Civic Arts Program. <br /> <br />on behalf of Ann Dearsley-Vernon, President <br />Association, and expressed opposition to the <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Si~hpson, that Mr. Clii <br />Page be'granted S minutes to speak again, and was adopted by unanimc <br />vote. <br /> <br /> Mr. Page addressed reasons why he asked for certain ones to be <br />placed on the Committee. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Barnes, the ordinanc <br />was adopted on final reading, and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle~ <br />Nays: None <br /> <br />Other Item Under Unfinished Business <br /> <br />86-425 Parking variance: <br /> <br />,lc) <br /> <br />PARKING -DOWNTOWN NEIGHBORHOOD: Request of Marvin <br />VARIANCE Goldfarb for a reduction in parking au 1710 <br /> 16 High Street on the Downtown D-1 District <br /> deferred from the Public Hearing of Novembe <br /> 25, 1986. <br /> <br /> Marvin Goldfarb, 3201 Dogwood Drive, was available to answer <br />uestions. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Gray, request for a <br />reduction in parking at 1710-16 High Street-in the Downtown D-1 <br />District, was approved on first reading, and was adopted by 6-1 (Nay <br />~ebb) vote. <br /> <br />REPORTS FROM THE CITY MANAGER <br /> <br /> 86-450 Letter from the City Manager recommending adep,tion of <br />~n ordinance to appropriate $1,495,000 from the Capital Impr~ovement <br />Fund for a Rehabilitation Loan Program to be administered b~ Ports- <br />mouth Redevelopment & Housing Authority. <br /> <br /> <br />
