Cherry, *William E. Moody, Jr., Elizabeth <br />M. Psimas, *Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 180 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, April 25, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />General Assembly Members Present: <br />Senator Mamie E. Locke <br />Senator L. Louise Lucas <br />Delegate Matthew James <br />Delegate Stephen E. Heretick <br /> <br />17 - 181 - The following item was discussed in Public Work Session: <br /> <br />1. Joint City Council/General Assembly <br /> <br />2. FY 2018 Federal Proposal Reductions - Local Impact - Sherri Neil, Manager of <br /> Intergovernmental Affairs <br /> <br />3. Budget Follow-up <br /> <br /> City/Portsmouth Public School Collaborative Funding Projected FY 2019 “Impact <br />of the FY 2018” 2% raise for employees. <br /> <br /> Councilman Whitaker asked that staff come back with the dollar amount of the 156 <br />vacancies. <br /> <br />4. <br />City Council Liaison Reports <br /> <br />-Councilwoman Psimas - <br /> <br /> Portsmouth Port and Industrial Commission (PPIC) update at Regular City <br />Council meeting. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> Portsmouth Redevelopment and Housing Authority (PRHA) update. <br /> <br />-Vice Mayor Cherry - <br /> <br /> Economic Development Authority update. <br /> <br />-Councilman Clark - <br /> <br /> Hampton Roads Regional Jail update. <br /> <br /> Parking Authority update. <br /> <br /> Councilman Whitaker asked what the protocol for City Councilmembers when meeting <br /> <br />with employees in departments or other elected officials. <br /> <br /> <br />-Mayor Rowe - <br /> <br />rd <br /> 3 Crossing of Hampton Roads update. <br /> <br /> Councilman Whitaker asked what the protocol was for having Facebook posts by City <br /> <br />employees sent to members of City Council or sent by members of City Council. <br /> <br /> <br /> Mr. Ashby, City Attorney, informed City Council he would come back with an opinion <br />with regards to Councilman Whitaker’s questions. <br /> <br /> <br /> <br /> <br /> <br /> <br />
