April 11, 2017 <br /> <br />ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />“ <br />PERCENTAGE OF 53% FOR CALENDAR YEAR 2017 PERSONAL PROPERTY TAX <br />BILLS. <br />” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 166 - Adoption of an ordinance accepting a Shelter Plus Care Grant in the <br />amount of $527,449 from the Department of Housing and Urban Development and <br />appropriating said funds in the FY 2017 Grants Fund for use by the Department of <br />Behavioral Healthcare Services to provide rental assistance to certain chronically <br />homeless Portsmouth residents. <br /> <br />Background: <br /> <br /> On March 2, 2017 Portsmouth Continuum of Care was notified that DBHS was <br />awarded $527,449 for renewal of the Shelter Plus Care Program. <br /> <br />Discussion: <br /> <br /> As an integral component of the Portsmouth Continuum of Care Housing Plan the <br />Shelter Plus Care Program has provided an opportunity for affordable, permanent and <br />safe supportive housing choices to over one hundred and thirty homeless citizens since <br />1994. There are currently 38 single adults and 31 family members, adults and children in <br />the Shelter Plus Care Program. <br /> <br /> The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, mental retardation, and substance abuse disabilities. <br /> <br /> This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the city. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant requires local in-kind match of $131,862. The in-kind match is provided <br />through a variety of services found at the city of Portsmouth, Departments of Behavioral <br />Healthcare Services, Social Services, Parks, Recreation and Leisure Services and <br />through private behavioral and medical service providers. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> If the requested appropriation is approved, the Director of BHS will ensure the <br />Shelter Plus Care Program will continue to provide housing services to homeless <br /> <br />consumers they serve. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE AMOUNT OF <br />$527,449 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />AND APPROPRIATING SAID FUNDS IN THE FY 2017 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO PROVIDE <br />RENTAL ASSISTANCE TO CERTAIN CHRONICALLY HOMELESS PORTSMOUTH <br />RESIDENTS.” <br /> <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
