March 28, 2017 <br /> <br />17 - 146 - Adoption of an ordinance to accept $665,031 of residual Urban Funds <br />from the Virginia Department of Transportation and to appropriate said funds to <br />the Highway Safety Improvements category of the FY 2017 Capital Improvement <br />Program Budget for the purpose of funding certain traffic projects. <br /> <br />Background: <br /> <br /> Urban Funds from the Virginia Department of Transportation (the Department or <br />VDOT) may be used on eligible local projects as defined by the Department. <br /> <br /> Eligible projects include those projects on local roads that are classified as an <br />arterial or collector road in the State Functional Classification System (local roads are <br />eligible for allocations made entirely of state funding); and are reflected in an approved <br />transportation plan/study conducted by or for the Department or the municipality; or are <br />identified as a safety and/or capacity need (as determined by established criteria of the <br />Department). <br /> <br />Discussion: <br /> <br /> The Department notified city staff that certain residual Urban Funds were available <br /> <br />for use on Portsmouth’s transportation projects. <br /> <br /> There are two requirements for the residual Urban Funds. These funds must be <br />allocated by end of the current calendar year. The project(s) that these funds are <br /> <br />allocated to cannot have a funding gap once the Urban Funds are dedicated. <br /> <br /> Portsmouth currently has 3 Highway Safety Improvement (HSIP) projects in its CIP <br />– Citywide Systemic Flashing Yellow Area Improvements, Intersection Improvements at <br />Court Street @ Bart Street/Pavilion Drive, and Systemic Replacement of Non-MUTCD <br /> <br />Compliant Signs. <br /> <br /> Urban Funds may be used on HSIP projects. The use of Urban Funds on these <br /> <br />projects will allow for the execution of these projects at their full scope. <br /> <br /> The Urban Funds have a 2% local match requirement ($13,300.62). The proposed <br />ordinance identifies and designates $13,300.62 of previously appropriated funds in the <br />Traffic Signal Projects category of the FY 2017 Capital Improvement Program Budget to <br /> <br />meet the local match requirement. <br /> <br />Financial Impact: <br /> <br /> A total of $665,031 in Urban Funds will be used on the identified projects. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Submit revised project agreements to VDOT. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ACCEPT $665,031 OF RESIDUAL URBAN FUNDS FROM THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION AND TO APPROPRIATE SAID <br />FUNDS TO THE HIGHWAY SAFETY IMPROVEMENTS CATEGORY OF THE FY 2017 <br />CAPITAL IMPROVEMENT PROGRAM BUDGET FOR THE PURPOSE OF FUNDING <br />CERTAIN TRAFFIC PROJECTS.” <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
