March 28, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 28, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Chaplain Tom Potter opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to approve the minutes <br />of a Called Meeting of March 13, 2017, of a Called Meeting of March 14, 2017, and of a <br />Regular Meeting of March 14, 2017, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Presentation: <br /> <br /> <br /> <br /> Acknowledgement of Delta Sigma Theta Sorority, Inc. <br /> <br /> <br /> <br /> Presentation of special lapel pins to newly appointed board and commission <br />members. <br /> <br />- City Manager’s Report - <br /> <br />17 - 144 - Adoption of an ordinance accepting a $1,000 Junior Player Development <br />Grant from the PGA Mid-Atlantic section and appropriating said amount in the FY <br />2017 Golf Fund for use by the Department of Parks, Recreation and Leisure <br />Services to fund an introductory program for Portsmouth children. <br /> <br />Background: <br /> <br /> Portsmouth was awarded a grant through the Professional Golfers’ Association of <br />American Mid Atlantic Section (MAPGA) to introduce the game of golf to youth in the city. <br />The program is design to introduce children to the game of golf and valuable important <br /> <br />life skills. <br /> <br />Discussion: <br /> <br /> The Department of Parks, Recreation and Leisure Services was awarded $1,000 <br />for the Junior Player Development Program to purchase a set of 10 junior golf clubs. <br /> <br /> The Junior Player Development Program is designed for youth to learn and love <br />the game of golf. <br /> <br /> The program is a five day clinic offered at the Links Golf Course in City Park <br />starting June 26, 2017 through June 30, 2017. <br /> <br /> <br /> It is estimatedthat the program will serve 10 youths from the city. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Full implementation of the city of Portsmouth Junior Player Development Program. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
