February 28, 2017 <br /> <br />- New Business - <br /> <br />17 - 109 - Boards and Commissions <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, that the City Council has <br />followed the procedural requirements of Section 36-17 of the Code of Virginia by <br />conducting a hearing earlier this evening on the question of removing certain <br />Commissioners of the Portsmouth Redevelopment and Housing Authority, and at this <br />hearing we considered Council’s February 15, 2017 letter notice to the Commissioners <br />and the letter’s attached exhibits. <br /> <br />In addition, at tonight’s hearing, Council gave each Commissioner under consideration <br />for removal ample opportunity to be heard by Council and to present witnesses and <br />documents. <br /> <br />Having considered what the Commissioner presented to City Council during this hearing, <br />I move that City Council remove Flossie Bridgeford as a Commissioner of the Portsmouth <br />Redevelopment and Housing Authority in as much as the documents presented and <br />received, testimony received, and all evidence presented in large support the <br />determination that the Commissioner has been inefficient and/or has neglected his/her <br />duty, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, that the City Council has <br />followed the procedural requirements of Section 36-17 of the Code of Virginia by <br />conducting a hearing earlier this evening on the question of removing certain <br />Commissioners of the Portsmouth Redevelopment and Housing Authority, and at this <br />hearing we considered Council’s February 15, 2017 letter notice to the Commissioners <br />and the letter’s attached exhibits. <br /> <br />In addition, at tonight’s hearing, Council gave each Commissioner under consideration <br />for removal ample opportunity to be heard by Council and to present witnesses and <br />documents. <br /> <br />Having considered what the Commissioner presented to City Council during this hearing, <br />I move that City Council remove Danielle Jones as a Commissioner of the Portsmouth <br />Redevelopment and Housing Authority in as much as the documents presented and <br />received, testimony received, and all evidence presented in large support the <br />determination that the Commissioner has been inefficient and/or has neglected his/her <br />duty, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, that the City Council has <br />followed the procedural requirements of Section 36-17 of the Code of Virginia by <br />conducting a hearing earlier this evening on the question of removing certain <br />Commissioners of the Portsmouth Redevelopment and Housing Authority, and at this <br />hearing we considered Council’s February 15, 2017 letter notice to the Commissioners <br />and the letter’s attached exhibits. <br /> <br />In addition, at tonight’s hearing, Council gave each Commissioner under consideration <br />for removal ample opportunity to be heard by Council and to present witnesses and <br />documents. <br /> <br />I move that City Council remove Joe Fleming as a Commissioner of the Portsmouth <br />Redevelopment and Housing Authority, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br /> <br /> <br /> <br />
