February 28, 2017 <br /> <br />Then, the commissioner, and his or her legal counsel, will have the opportunity to address <br />City Council and provide any witnesses or documents that are relevant to the February <br />15, 2017 letter and its attachments. <br /> <br />Members of City Council, may – upon recognition of the chair – ask questions at the end <br />of that particular commissioner’s presentation. <br /> <br />Once all three commissioners have completed their individual hearing before City <br />Council, the chair will entertain a motion for the Council to go into Closed Session to <br />discuss whether or not to remove any or all of the commissioners. <br /> <br />It is Council’s intention to publicly vote on the question of the removal of any or all three <br />of the commissioners during its Regular Meeting tonight. <br /> <br />We will now proceed with actual hearing, and will hear the commissioners in this order: <br /> <br />1. Commissioner Flossie Bridgeford <br />2. Commissioner Joe Fleming <br />3. Commissioner Daniele Jones <br /> <br /> Dr. Whitaker raised a point of order that the procedures for the legislative hearing <br />had not been voted on by City Council. <br /> <br /> Mayor Rowe asked City Council to entertain a motion to adopt the procedures for <br />the legislative hearing. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the procedures of <br />the legislative hearing. <br /> <br /> Dr. Whitaker raised a point of order that Mr. Moody was arguing the case of the <br />legislative hearing. <br /> <br /> Mayor Rowe informed Dr. Whitaker that he did not have the floor and asked that <br />Mr. Moody continue with is remarks. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to move the previous question <br />to approve the procedures of the legislative hearing, and was adopted by the following <br />vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the procedures of <br />the legislative hearing, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br /> Dr. Whitaker made the following statement for the record: <br /> <br /> <br />“I am opposing the procedures and also opposing the fact that notice was not properly <br />given to the commissioners. There is no standard that has been enunciated for none of <br />the charges that have been alleged under the statute and also I do not see how there <br />could be a fair and impartial hearing tonight when at the February 14, 2017 Council <br />meeting, three Council members stated in open session that the commissioners need to <br />be removed.” <br /> <br /> <br /> Commissioner Flossie Bridgeford offered a rebuttal to her proposed removal from the <br />PRHA Board. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
