Cherry, William E. Moody, Jr., *Elizabeth <br />M. Psimas, *Dr. Mark M. Whitaker, Nathan J. Clark, *Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 76 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 14, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 77 - The following items were discussed in Public Work Session: <br /> <br />1. Annual Reassessment Report - Janey Culpepper, City Assessor <br /> <br /> Mayor Rowe asked for a comparison on how the City rates in real estate listing <br />time on the market to other cities on the Southside and Peninsula. <br /> <br /> Councilman Moody asked for a percentage of assessed value of properties <br />fluctuation by community versus what the property actually sold for. <br /> <br />2. Debt Service - Alice Kelly, Chief Financial Officer <br /> <br />3. Financial Policies Review - Alice Kelly, Chief Financial Officer <br /> <br /> City Manager Patton asked for and received consensus from City Council to start <br />talks with the School Board to determine the accessibility and coming together in <br />a joint trust. <br /> <br />4. City Council Liaison Reports <br /> <br />-Councilman Whitaker - <br /> <br /> School Board meeting report. <br /> <br /> Presentation on minority contracting program. <br /> <br />-Councilwoman Psimas - <br /> <br /> Military Affairs Committee meeting information. <br /> Quarters A update. <br />o <br /> Big Rocks Ceremony. <br />o <br />th <br /> 250 Birthday of the Norfolk Naval Shipyard in November. <br />o <br /> <br />17 - 78 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 A.1 of the Code of Virginia, for the purpose of <br />discussion and consideration of potential candidates for appointment to Boards and <br />Commissions and for the purpose of discussion and consideration of the performance, <br />disciplining or resignation of specific appointees to Boards and Commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1.
