February 14, 2017 At a Called Meeting of the City Council on Tuesday, February 14, 2017, there were present: Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., *Elizabeth M. Psimas, *Dr. Mark M. Whitaker, Nathan J. Clark, *Lisa L. Lucas-Burke, City Manager Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. 17 - 76 - The following call for the meeting was read: th "Please attend a Called Meeting of the City Council to be held in the 6 Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 14, 2017 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 17 - 77 - The following items were discussed in Public Work Session: 1. Annual Reassessment Report - Janey Culpepper, City Assessor  Mayor Rowe asked for a comparison on how the City rates in real estate listing time on the market to other cities on the Southside and Peninsula.  Councilman Moody asked for a percentage of assessed value of properties fluctuation by community versus what the property actually sold for. 2. Debt Service - Alice Kelly, Chief Financial Officer 3. Financial Policies Review - Alice Kelly, Chief Financial Officer  City Manager Patton asked for and received consensus from City Council to start talks with the School Board to determine the accessibility and coming together in a joint trust. 4. City Council Liaison Reports -Councilman Whitaker -  School Board meeting report.  Presentation on minority contracting program. -Councilwoman Psimas -  Military Affairs Committee meeting information. Quarters A update. o Big Rocks Ceremony. o th 250 Birthday of the Norfolk Naval Shipyard in November. o 17 - 78 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 A.1 of the Code of Virginia, for the purpose of discussion and consideration of potential candidates for appointment to Boards and Commissions and for the purpose of discussion and consideration of the performance, disciplining or resignation of specific appointees to Boards and Commissions. The motion was adopted by the following vote: Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe Nays: None Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members’ knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
