<br />February 13, 2017 <br /> <br />At a Called Meeting of the City Council on Monday, February 13, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 70 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, February 13, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 72 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into a Closed Meeting <br />pursuant to Virginia Code 2.2-3711 A.1 for the purpose of: <br /> <br />Discussion, consideration and interviews of potential candidates for appointment <br />to Boards and Commissions and for the purpose of discussion and consideration of <br />performance, disciplining or resignation of specific appointees to Boards and <br />Commissions. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Cherry, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, pursuant to Virginia <br />Code Section 2.2-3712(D) certifying that, to the best of the Council Members’ knowledge: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements under the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened <br /> <br />were heard, discussed or considered in the closed meeting just concluded by the City <br />Council. <br /> <br /> The motion was adopted by the following vote: <br /> <br />Ayes: Clark, Cherry, Lucas-Burke, Moody, Psimas, Rowe <br />Nays: Whitaker <br /> <br />17 - 71 - The following items were discussed in Public Work Session: <br /> <br />1. City Council Retreat Outcomes - John Rowe, Jr., Mayor <br /> <br />2. City Treasurer’s Report - Jimmy Williams, City Treasurer <br /> <br />3. FY 2018 Budget Strategic Focus Areas <br />a. Employee Compensation - Elizabeth Gooden, Human Resource Director <br /> <br /> City Manager to provide Council with breakdowns to include tenure and <br />other alternatives to reach the living wage for employees earning less <br />than $30,000; information is to include, median dollar amount needed <br />for the group of employees, total dollar amount to bring all employees to <br />living wage, create dollar brackets representing salary groups and <br />provide percentages of employees in each, a timeline to satisfy <br />compensation goal and a wage comparison to other cities. <br /> <br />b. Retirement/OPEB - Alice Kelly, Chief Financial Officer <br /> <br /> <br /> <br />
