148 January 13, 1987 NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that each of the eight (8) group housing proje which consists of four (4) unit rental apartments located on eight (8) subdivided parcels of land on the east side of Chestnut Street between Henry and Randolph Streets and designated as GHP-86-9 thru GHP-86-16, and more specifically described in plans prepared by Horton and Dodd, P~ C. designated "Chestnut Cour~ Apartments" filed with the appropriate officials of the City of Pcrtsmouth, Virginia, such being made a part hereof, is hereby granted approval subject tc the following terms and conditions: ~ (1) A Homeowners Association shall be established to assure continuity of maintenance of the parking lot, grounds, exterior of the buildings and driveway entrance, and the documents establishing same shall be submitted to the City Attorney for review and approval prior to the issuance of occupancy permits. (2) An instrument in form approved by the City Attorney duly executed and acknowledged which subject each parcel to an ingress and egress easement to ensure access to all units shall be properly recorded in the Clerk's Office of the Circuit Court of the City of Portsmouth, Virginia and the same shall be submitted to the City Attorney for review and approval. (3) A standard site improvement plan shall be submitted to Department of Engineering and Technical Services for review and approval." (g) "AN ORDINANCE TO AMEND CHPATER 40 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 40-285 (9), 40-488 AND 40-290 (d) PERTAIN- iNG TO THE REGULATIONS OF SIGNS." 86-450 "AN ORDINANCE TO APPROPRIATE $1,495,000 FROM THE CAPITAL IMPROVEMENT FUND FOR REHABILITATION LOAN PROGRAM TO BE ADMINISTERED BY PORTSMOUTH REDEVELOP- MENT AND HOUSING AUTHORITY." 86-451 "ANORDINANCE TO APPROPRIATE $95,000 FROM THE CAPITAL IMPROVEMENT FUND FOR PHASE III OF THE RIVER POINTE SITE PUBLIC IMPROVEMENTS." 86-452 "AN ORDINANCE TO APPROPRIATE $3,014,000 FRObt THE COMMUNITY DEVELOPMENT FUND FOR THE 1987 COMMUNITY DEVELOPMENT PROGRAM." Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle Nays: None Other Item Uhder gnf£flish~d Business 86-425 Parking variance: (c) Resolution granting Marvin Goldfarb a reduction in parkin at 1710-16 High Street in the Downtown D-1 District, approved on first reading at the regular meeting of December 9, 1986, was taken up and read. On motion of Mrs. Lucas and seconded by Mr. Gray, the followin sesolution was adopted, and by the following vote: "A RESOLUTION GRANTING A SPECIAL EXCEPTION FOR A COMMERCIAL~ WAREHOUSE DEVELOPMENT AT 1710-16 HIGH STREET FOR OFF-STREET PARKING IN THE DOWNTOWN D-1 DISTRICT.
