148 <br /> <br />January 13, 1987 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that each of the eight (8) group housing proje <br />which consists of four (4) unit rental apartments located on eight <br />(8) subdivided parcels of land on the east side of Chestnut Street <br />between Henry and Randolph Streets and designated as GHP-86-9 thru <br />GHP-86-16, and more specifically described in plans prepared by <br />Horton and Dodd, P~ C. designated "Chestnut Cour~ Apartments" filed <br />with the appropriate officials of the City of Pcrtsmouth, Virginia, <br />such being made a part hereof, is hereby granted approval subject tc <br />the following terms and conditions: ~ <br /> <br /> (1) A Homeowners Association shall be established to assure <br />continuity of maintenance of the parking lot, grounds, exterior of <br />the buildings and driveway entrance, and the documents establishing <br />same shall be submitted to the City Attorney for review and approval <br />prior to the issuance of occupancy permits. <br /> <br /> (2) An instrument in form approved by the City Attorney duly <br />executed and acknowledged which subject each parcel to an ingress <br />and egress easement to ensure access to all units shall be properly <br />recorded in the Clerk's Office of the Circuit Court of the City of <br />Portsmouth, Virginia and the same shall be submitted to the City <br />Attorney for review and approval. <br /> <br /> (3) A standard site improvement plan shall be submitted to <br />Department of Engineering and Technical Services for review and <br />approval." <br /> <br />(g) <br /> <br />"AN ORDINANCE TO AMEND CHPATER 40 OF THE CODE OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING <br />SECTIONS 40-285 (9), 40-488 AND 40-290 (d) PERTAIN- <br />iNG TO THE REGULATIONS OF SIGNS." <br /> <br />86-450 <br /> <br />"AN ORDINANCE TO APPROPRIATE $1,495,000 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR REHABILITATION LOAN <br />PROGRAM TO BE ADMINISTERED BY PORTSMOUTH REDEVELOP- <br />MENT AND HOUSING AUTHORITY." <br /> <br />86-451 <br /> <br />"ANORDINANCE TO APPROPRIATE $95,000 FROM THE <br />CAPITAL IMPROVEMENT FUND FOR PHASE III OF THE <br />RIVER POINTE SITE PUBLIC IMPROVEMENTS." <br /> <br />86-452 <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,014,000 FRObt THE <br />COMMUNITY DEVELOPMENT FUND FOR THE 1987 COMMUNITY <br />DEVELOPMENT PROGRAM." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Holle <br />Nays: None <br /> <br />Other Item Uhder gnf£flish~d Business <br /> <br />86-425 Parking variance: <br /> <br /> (c) Resolution granting Marvin Goldfarb a reduction in parkin <br />at 1710-16 High Street in the Downtown D-1 District, approved on <br />first reading at the regular meeting of December 9, 1986, was taken <br />up and read. <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Gray, the followin <br />sesolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION GRANTING A SPECIAL EXCEPTION FOR A COMMERCIAL~ <br />WAREHOUSE DEVELOPMENT AT 1710-16 HIGH STREET FOR OFF-STREET <br />PARKING IN THE DOWNTOWN D-1 DISTRICT. <br /> <br /> <br />
