153 <br /> <br />January 13, 198- <br /> <br /> The <br /> ingineer <br />shown on <br /> <br />Public Works Director, <br />have all concurred on <br />the attached maps. <br /> <br />Public Utilities Director and <br />abandonment of the easements which <br /> <br /> The City Attorney's Office has prepared the attached resolutior <br />to abandon the easements and I recommend its approval." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the £ollowin <br />resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO RELEASE TO THE <br />INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH <br />CERTAIN DRAINAGE EASEMENTS LOCATED IN THE BEECHDALE CO~4ERCE <br />PARK. <br /> <br /> WHEREAS, the Industrial Development Authority of the City of <br />Portsmouth has assembled certain property on Victory Boulevard and <br />Gust Lane for development purposes; and <br /> <br /> WHEREAS, certain existing <br />said property, the location of <br />merit potential of the property; <br /> <br />drainage easements are <br />which is detrimental to <br /> and <br /> <br />located on <br />the develop <br /> <br /> WHEREAS, said drainage easements are no longer required for <br />public utility pruposes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City Of <br />Portsmouth, Virginia, that the City Manager be, and hereby 'is, <br />authorized to release to the Industrial Development Authority oE <br />the City of Portsmouth certain drainage easements located in the <br />Beechdale Commerce Park, more particularly described as follows: <br /> <br /> All that certain drainage easement designated as <br />"existing 30' drainage easement, Map Book 3, Page 129 <br />and Map Book 26, Page 89" extending across parcels E, <br />F and G. as shown on that certain plat entitled "sub- <br />division of property owned by the Industrial Development <br />Authority of the City of Portsmouth, Virginis, known as <br />Beechdale Commerce Park" dated June 11, 1984, a copy of <br />which is attached hereto. <br /> <br /> Be it further resolved that the City Manager be, <br />and hereby is, authorized to sign such deeds and other <br />documents as may be necessary to complete this transaction." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb, Ho[lie <br />Nays: None <br /> <br /> 87-10 - Letter from the City Manager recommending adoption of <br />a resolution to authorize the conveyance of the former Churchland <br />Academy School site to the Portsmouth Industrial Development <br />Authority. <br /> <br /> "As requested by the City Council, the Industrial Development <br /> Authority of the City of Portsmouth (PIDA) has been marketing the <br /> former Churchland Academy School site for privat~ development. <br /> Interest in this site has been high, and when it is developed, the <br /> economic benefits to the City will be tremendous. For instance, on <br /> approximately 12 acres of land, a major regional developer has <br /> posed to build a ?.S million dollar shopping complex with 1D~,0~ <br /> square feet of retail shopping space, anticipated employmen~ of 375 <br />persons, and real estate, personal property, retail sales a~d other <br />Itaxes totaling $200,000 annually on property that was formerly non- <br />taxable. It ~s anticipated that PIDA will select a developer soon. <br />Based upon the excellent proposals received, this si~e will be <br /> developed in such a way as to not only produce substantial jobs and <br /> t~xes for the City, but also to set a high standard for newi~ommer- <br /> cmal development in the Churchland area of our City.
