January 24, 2017 <br /> <br />At a Regular Meeting of the City Council on Tuesday, January 24, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />Pastor Kirk Culpepper opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Rowe called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of January 10, 2017, of a Regular Meeting of January 10, 2017, and of a <br />Called Meeting of January 17, 2017, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Clark, Lucas-Burke, Moody, Psimas, Whitaker, Rowe <br />Nays: None <br /> <br />17 - 53 - Presentation: <br /> <br /> <br /> <br /> Pinning of Life Saving Awards to Sheriff Deputies by Sheriff William Watson. <br /> <br />- City Manager’s Report - <br /> <br />17 - 54 - Adoption of an ordinance to amend Article III of Chapter 2 of the Code of <br />the City of Portsmouth, Virginia (2006) (Officers and Employees Generally) by <br />amending and reordaining Section 2-112 (Annual Leave) and Section 2-113 (Sick <br />Leave) to reflect the accrual of certain types of leave on a pay period rather than <br />monthly basis and to make certain additional modifications. <br />Vision Principle: <br /> <br />Efficient Service Delivery. <br /> <br />Background: <br /> <br />In the past, city employees accrued annual and sick leave on a monthly basis in <br /> <br />arrears. <br /> <br /> <br />The city’s updated software program, Munis, cannot support the calculation of <br /> <br />leave on a monthly basis without a major programming change. <br /> <br /> <br /> Therefore, the city has shifted to calculating leave on a pay period (i.e. hourly) <br />basis. <br /> <br /> The city must adopt technical amendments to the City Code to reflect this shift. <br /> <br />Discussion: <br /> <br /> Calculating leave on a pay period/hourly basis is more equitable for employees <br />because they accrue leave by the hour as they work, rather than monthly in arrears. <br /> <br />Most Hampton Roads localities calculate leave on a pay period/hourly basis. <br /> <br /> <br /> <br />Financial Impact: <br /> <br />The Code amendment changes the means and timing of calculating leave but does <br /> <br />not materially change the amount of leave that employees accrue, so any financial impact <br />will be de minimis. <br /> <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. Vision Principle: Efficient Service Delivery. <br /> <br />Next Steps Following Council Action: <br /> <br /> Human Resources will develop the necessary policy manuals and guidance to <br />implement the Code amendment and Finance will calculate leave accruals in accordance <br /> <br />with the amendment. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
