<br />January 24, 2017 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 24, 2017, there were <br />present: <br /> <br />Mayor John L. Rowe, Jr., Vice Mayor Paige D. Cherry, William E. Moody, Jr., Elizabeth <br />M. Psimas, Dr. Mark M. Whitaker, Nathan J. Clark, Lisa L. Lucas-Burke, City Manager <br />Dr. L. Pettis Patton, City Attorney Solomon H. Ashby, Jr. <br /> <br />17 - 50 - The following call for the meeting was read: <br /> <br />th <br /> "Please attend a Called Meeting of the City Council to be held in the 6 Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 24, 2017 for the <br />purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />17 - 51 - The following items were discussed in Public Work Session: <br /> <br />1. Five-Year Forecast - Brian Casey, Budget Officer <br /> <br />2. FY 2018 Operating Budget Calendar - Gloria Washington, Budget Manager <br /> <br />3. FY 2018 Strategic Budget Initiatives/Discussion - Dr. L. Pettis Patton, City Manager <br /> <br /> There was a consensus of City Council to have City Manager Patton place on item <br />on the upcoming agenda to give a bonus of $500 to retirees for the current fiscal <br />year. <br /> <br /> Councilman Moody asked City Council to revisit the reduction in the Health <br />Reimbursement Arrangement (HRA) funding scale for the current fiscal year. <br /> <br /> City Council asked that City Manager Patton to provide a status report on <br />Tourism/Marketing. <br /> <br />4. City Council Liaison Reports <br /> <br />-Mayor Rowe - <br /> <br /> Hampton Roads Transportation Planning Organization update. <br /> <br /> Letter that was sent to the leadership of the Senate Finance and House <br />Appropriation Committees. <br /> <br />-Councilwoman Psimas - <br /> <br /> Military Affairs Committee meeting information. <br /> <br /> Economic Development Authority (EDA) update. <br /> <br /> Portsmouth Port and Industrial Commission (PPIC) update. <br /> <br />-Councilwoman Lucas-Burke - <br /> <br /> School Board update. <br /> <br /> Portsmouth Redevelopment Housing Authority (PRHA) update. <br /> <br />-Vice Mayor Cherry - <br /> <br /> Additional update on EDA meeting. <br /> <br /> Planning Commission update. <br /> <br />5. Crime Reduction Article - LaVoris Pace, Deputy City Manager <br /> <br />17 - 52 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 A.7 of the Code of Virginia, for the purpose of <br />consultation with legal counsel pertaining to actual or probable litigation, where such <br />consultation in open meeting would adversely affect the negotiating or litigating posture <br />of the City, specifically regarding Victory Crossing Developers II v. City of Portsmouth, <br />Virginia, et als., Portsmouth Circuit Court case number CL 16003612-00; and <br /> <br />pursuant to Virginia Code subsection 2.2-3711 A.1 for the purpose of discussing <br />and considering the assignment, appointment, promotion, performance, demotion, <br />salaries, disciplining, or resignation of specific public officers, specifically regarding <br />Council appointees and appointees to Boards and Commissions. <br /> <br /> <br /> <br /> <br />
